The appeal of GJKKO has upheld the seizure by SPAK of two villas in Hamallaj and Pala, in the name of Erjola Hoxha, the co-habitant of the former minister Arben Ahmetaj and Elda Dinaj, the friend of Albina Mançka, who is the wife of Arben Ahmetaj .

SPAK suspects, based on evidence, that the two villas are the product of the corrupt affairs of Arben Ahmetaj, who is under investigation for four charges; money laundering, corruption, abuse of office and concealment of wealth.

Whether the villas are a product of corruption or not, the court will decide this later, while SPAK continues the investigations and collection of evidence.

But, until this stage of the investigation, some non-random names came to light, which were involved in the camouflage of the two villas, which SPAK suspects are Arben Ahmetaj.

The businessman Gerian Kuke appears on the stage, a character with strong ties to Arben Ahmetaj. Gerian Kuke appears as a 'camouflage bridge' for the passage of the villa from Klodian Zoto owned by Erjola Hoxha, co-habitant of Arben Ahmetaj. Gerian Kukes' businesses range from solar panels, hydropower plants to construction.

Klodian Zoto është pronari i kompanisë së inceneratorëve, i cili i ka mbuluar Arben Ahmetajt edhe shpenzimet për udhëtime dhe akomodim në hotele me 5 yje në Evropë, nga viti 2013 deri në vitin 2018.

Nga ana e tij, Ahmetaj, si ministër Ekonomia dhe më pas si ministër Financash, është angazhuar në procedurën koncensionare të inceneratorëve dhe për të financimin si kryefinancier. Provat e zbuluara flasin për një raport korrupsioni mes Ahmetajt dhe Zotos.

Në skenë del edhe Artan Gjokaj, një lidhje e provuar e Arben Ahmetajt. Artan Gjokaj u ka blerë një apartament me vlerë 130 mijë euro prindërve të Erjola Hoxhës në kompleksin Valamar, në Hamallaj, në 17 shkurt 2022. Këto para prindërit më pas ia kanë dhuruar Erjola Hoxhës, bashkëjetueses së Arben Ahmetajt.

Zonja Hoxha thotë se këto para i ka përdorur për të blerë vilën që ka bllokuar SPAK-u, me vlerë 220 mijë euro, në 31 mars 2022. Nuk dihet se si prindërit e Erjola Hoxhës e kanë siguruar apartamentin dhe as se si Artan Gjokaj ka siguruar burimet për të blerë apartamentin.

Artan Gjokaj ka qenë këshilltar i Arben Ahmetajt, kur ky i fundit ishte zëvëndëskryeministër dhe ministër i Shtetit për Rindërtimin dhe Programin e Reformave.

Gjokaj ka qenë këshilltar i Ahmetajt edhe në ministrinë e Financave, edhe pse arsimi i Gjokajt nuk ka asnjë lidhje as me financat dhe as me rindërtimin.

Vila tjetër në Palasë është në emrin e Elda Dinajt, e cila pretendon se vilën ia ka dhënë në përdorim shoqes së saj Albina Mançka, bashkëshorte e Arben Ahmetajt.

Albina Mançka pretendon se vila është e Elda Dinajt, të cilën e ka shoqe të ngushtë. Dinaj, sipas këtij pretendimi, jeton jashtë vendit dhe se vilën ia ka lënë për banim asaj.

Së pari, SPAK ka administruar dokumente gjatë kontrollit të vilës, që konfirmojnë se kjo pasuri është porositur nga Mançka. Dokumentet e sekuestruar si prova janë legjitimuar nga gjykata.
