One of the most sensational news stories of yesterday was the suspension from duty of Florian Sulejmani, Director General of the Police Supervision Agency (AMP). Sulejmani, known as one of the leaders with broad international and political support, has been placed under investigation by the Berat Prosecutor's Office for "abuse of office", following the transfer of a Judicial Police officer.

At the center of the complaint that led to this investigation is an officer named "Aldo", who claims to have been transferred from the AMP in Berat to the AMP sector in Dibër. Based on this claim, the Berat Prosecutor's Office has opened an investigation and requested Sulejman's suspension.

But what does the law say?

The transfer of AMP employees is a direct competence of the head of the institution, in this case the General Director of AMP himself. He is accountable only to the Minister of Interior and, in special cases related to the needs of the institution, can carry out transfers even without the approval of the Commission for Judicial Police Officers. A fact that is expected to weigh in the Court is that in the last 5 years, the Commission for Judicial Police Officers has been consulted only once by the Police on transfer issues, a practice that clearly shows that this commission has not been used as a mandatory filter.

The Prosecution's decision to suspend Sulejmani is being seen as a hasty maneuver that resembles more of a "witch hunt" than an investigation based on solid legal evidence. Pending the decision of the Court of Appeal in Tirana, Sulejmani remains suspended from duty.

But who is Florian Sulejmani?

One of the youngest leaders in law enforcement institutions, Sulejmani was certified in May 2024 by the US Department of Homeland Security Leadership Academy, after intensive training in the US on human capital management and the mission of law enforcement culture.

This is the first executive officer of the AMP to receive this elite training, a fact that makes the decision to suspend it even more unusual, at a time when the Albanian Police needs professional leaders in the internal police control institutions.

Sulejmani's case also opens a debate about how institutions function in Albania. If a high-level leader, with all the clear legal powers, can be suspended from office based solely on an isolated complaint, then what guarantee is there for institutional independence?

Such decisions, which contradict the spirit of the law and the practice of similar institutions in EU countries, damage not only the image of a respected leader, but also public trust in justice reform and in the institutions tasked with controlling the State Police. / ZËRI
