The 52-year-old identified as Nesti Velaj alias Errnest Veshtaj is the person who was put in handcuffs after being accused of planting 8,000 cannabis roots in 27 greenhouses in Koplik.

In the official announcement, the police announced that three officials of Shkodër Municipality have also been put under investigation for the same incident.

It is about Gjovalin Gjekaj, acting Director of the Forestry Service in the Malësi e Madhe municipality; Roland Gjekaj, 41 years old, with the duties of specialist of Waterworks in the municipality of Malësi e Madhe (which covers the area where the narcotic seedlings were found) and Arben Hysaj, 36 years old, with the duties of plumber of the Waterworks in the municipality of Malësi e Madhe (which covers the area where they are found narcotic seedlings).
