Belinda Balluku

Just a few days after Judge Erjon Çela decided to accept the request of the SPAK prosecution to allow the examination of computer and electronic equipment seized from several construction businessmen between December 2025 and January 2026, it is learned that by order of Prosecutor Dritan Prençi, the examination of computers, laptops and telephones has been requested.

Journalist Elton Qyno has learned that these devices have been forwarded to a group of cyber experts serving in SPAK and that they have been requested to copy the data, access it and identify any material that has the value of material evidence.

It is learned that there are almost 80 pieces of equipment in total that need to be expertized. These devices belong to officials of the Ministry of Energy and Transport and some of the businessmen who have won the 7 tender procedures for the construction of the Great Ring Road in Tirana and the Llogara Tunnel in Vlora.

A few days ago, the GJKKO gave the green light to SPAK to examine cell phones and computer equipment seized in December and January, as part of the investigation into former Deputy Prime Minister and former Minister of Infrastructure and Energy, Belinda Balluku, who is being investigated for fixing tenders worth millions of euros.

Meanwhile, Belinda Balluku awaits the review of her appeal by the Supreme Court, where she opposes the security measure "ban on leaving the country". Meanwhile, she is expected to appeal to this court regarding the measure that remained in force against her, that of suspension from exercising her functions.

The former number two in the government has been officially accused of fixing the tender for the construction of the Llogara tunnel and is also under investigation for the 7 Lots of the Great Ring Road.

A few weeks ago, the Socialists, with their vote in the Assembly, refused to lift the immunity of the former deputy prime minister, preventing SPAK from acting with a stricter security measure.
