2096 prisoners are excluded from the right to vote as they are included in the category of prohibitions of the law number 138 which includes the final convicts accused from murder to drug and human trafficking.
With four prisons under jurisdiction, the requests of 333 prisoners who want to be included in the voter lists where the prison is located and not in the unit where they had their residence were registered in the court of the capital.
"The requests are accepted until Friday at lunch and the judges will remain on duty to examine the requests until 12 o'clock on Sunday", said Donald Xhelili.
Emiliano Shullazi is one of the prisoners who has been in prison since 2016 and has referred quite a few requests for a trial on the merits, the Tirana court has accepted a request and it is the right to vote.
Others who want to vote for the locals are Viktor Ymeri, Agim Pepkolaj, Artur Tema and Nikoll Dorozi.
Some prisoners have had their request dismissed in court, as the court is taking two positions referring to the decision of the Constitutional Court on residence
But can prison be called a residence?
The Constitutional Court has made it clear since 2007, where it states that for local elections, the legislator connects the right to vote with residence, but not in general elections. But according to the law, residence is the place where the citizen stays most of the time due to work, permanent service, the occurrence of property and interests. In this sense, prison is a place of residence./Tch
