Today's Assembly/ Vote of confidence for new ministers expected

In today's session in the Assembly, which starts at 10:00, the new ministers are expected to be sworn in, following the decree the day before by President Begaj of 7 changes to the government, proposed by Prime Minister Rama.

As a procedure, the Socialist Party will request a change to the agenda and then vote on all of Begaj's decrees for new ministers. On Wednesday, Begaj signed 13 decrees, 6 dismissals and 7 appointments to office.

The changes in the government were announced by Rama during the SP Assembly meeting, where he decided to dismiss Belinda Balluku as Deputy Prime Minister and Minister of Infrastructure, after the Constitutional Court upheld her suspension from office, while SPAK is awaiting authorization for the arrest.

The agenda also includes two question-and-answer sessions, requested by SP MP Erion Braçe. One is scheduled with the Minister of Education, Mirela Kumbaro, and the other with the Minister of Agriculture, Andis Salla. 6 draft laws and a draft decision will also be voted on.

Agenda in the Assembly:

I. Meeting of the Assembly in plenary session on 5.3.2026, 10:00.

II. The agenda of the plenary session is as follows:

1. Approval of the minutes of the plenary session of 2.3.2026.

2. Notifications.

3. Question and answer session with the Minister of Education, Ms. Mirela Kumbaro, requested by MP Erion Braçe.

4. Question and answer session with the Minister of Agriculture and Rural Development, Mr. Andis Salla, requested by MP Erion Braçe.

5. Draft law "On an addition to Law No. 69/2012, "On the pre-university education system in the Republic of Albania", as amended".

6. Draft law "On the ratification of the loan agreement, between the Republic of Albania, represented by the Ministry of Finance (borrower), and KfW Frankfurt am Main (KfW), for the program "Municipal Infrastructure V - phase II"

7. Draft Law "On the Supervisory Agency in the System of Execution of Criminal Decisions".

8. Draft law "On some amendments and additions to law no. 46/2018, "On state control of international transfers of military goods and dual-use items and technologies", as amended".

9. Draft law "On an amendment to law no. 9975, dated 28.7.2008, "On national taxes", as amended",

10. Draft law "On an amendment to law no. 68/2017, "On local self-government finances"",

11. Draft decision "On an addition to decision no. 65/2025, "On the appointment of substitute members in the composition of the permanent committees of the Assembly", as amended".

III. The services of the Assembly are charged with publishing the agenda of the plenary session, notifying the members of the Assembly through electronic means of communication, and preparing the parliamentary documentation to be reviewed.

IV. This order shall enter into force immediately.

Meanwhile, at 09:00, a meeting of the Secretariat for Procedures, Voting and Ethics is scheduled regarding the SP's request to expel MP Agron Shehaj from the Assembly for 20 days. The SP made the request on Wednesday with the justification that Shehaj blocked the rostrum and refused to leave the hall after the expulsion measure, obstructing the proceedings of the session.
