Artur Meçollari and Belinda Balluku

Artur Meçollari, former deputy commander of the Naval Forces, has advised Deputy Prime Minister Belinda Balluku to get a lawyer whenever she talks about the toxic waste that passed through the Port of Durrës.

In a post on social networks, Meçollari writes that the Steering Council of the Durrës Port Authority with decision no. 16, dated December 21, 2021, approved the regulation for the processing of dangerous cargo in the Port of Durrës.

He further explains that the IMDG Code (International Maritime Dangerous Goods Code) is mandatory under the International Convention for the Safety of Life at Sea (SOLAS) and the International Convention for the Prevention of Pollution from Ships (MARPOL).

"The IMDG Code is mandatory in the Port of Durrës and its enforcement authority is the Durres Port Authority (APD)," he writes.

Meçollari's reaction came after the stance taken by Balluku, which exonerated the Port of Durrës.
