
Reform in Justice continues to require money. According to the document Intersectoral Justice Strategy, which the Ministry of Justice has released for public consultation, an additional 42 million euros will be needed to achieve the anticipated objectives.
The construction of a justice system in accordance with European standards and the continuation of the reform undertaken in this sector requires at least 42 million euros until 2030. According to the document National Justice Strategy 2024-2030, the action plan for its realization requires support continuous financial.
According to the costs defined in the Strategy, the total amount calculated for the implementation of the action plan for the implementation of the National Justice Strategy 2024-2030 is about 42.7 million Euros.
Only for the period 2024-2026, the cost has been estimated at around 27 million euros, which are planned in the annual budget and the Medium-Term Budget Program 2024-2026, of the responsible institutions.
Meanwhile, for the period 2027-2030, the cost of implementing the Strategy is around 10 million euros. The strategy states that "For this period, it is assumed that for certain activities in the Action Plan funds will be available from the State Budget for current expenses and investments".
It is also noted in the document that there is a financial gap of 4 million euros that will have to be found in the future.
According to the budget allocation for the period 2024-2026, the state budget is expected to finance 63.9% of the total costs, while 25.5% are the expenses planned for the period 2027-2030, which will also be covered by the budget. In submitting the request for money, the Ministry of Justice has listed 35 objectives to be implemented throughout the Albanian justice system. Until the end of 2030, there is a progressive increase in the number of students informed about the knowledge and understanding of EU integration processes.
