The Chairman of the Democratic Party, Sali Berisha, was also asked about Prime Minister Edi Rama's statements regarding the increase in judges' salaries, an issue on which the Constitutional Court is expected to rule.
In a statement to the media after his exit from SPAK, the leading democrat emphasized that increasing salaries is the competence of the executive branch, but according to him, as long as the "pyramid" of the system is broken, the court can intervene.
Asked if the Constitutional Court can fix this pyramid, he said, "I can't say it can fix it, it requires deep legal expertise, but it has the right to knock it down. The fix should be done again by the executive."
" There are two aspects, firstly, that he is doing everything to influence because he considers it important, but regarding salaries, I want to say a truth. The salary pyramid is the competence of the executive and only his, except for public and economic enterprises. In this context, the court has no connection, but if the executive builds the pyramid upside down, I do not understand why the court cannot intervene. The pyramid provides for the highest salary for the head of state, the pyramid has a scale. If the executive has signed for his black face, for Altin Troplini to be the highest paid man in the justice system from the Slovenian-Austrian border to Cyprus, then he has not made a salary pyramid in accordance with the spirit of the constitution and the law, but a pyramid with his personal interests. It is indeed the competence of the executive, but it is obliged to exercise it in accordance with the principle. Rama has kicked the law with both feet, he has set the salary of the SKAP mercenary at 7 thousand euros, a delinquent, then every high and constitutional judge has the right to feel kicked and humiliated by the government with its decision ," said Berisha.
