Prime Minister Edi Rama stated that the development project in Zvërnec has been returned twice for review, as previous versions envisaged the construction of a marina, which has been removed from the final plan.
He emphasized that the documents clearly state that the Lagoon will not be affected and that any development will only be allowed on properties that have regular property titles.
Edi Rama : The company that undertook to erect the fence will receive a hefty fine and will pay for that violence and will no longer work on the territory of Albania. That lady came to Vlora, she came with the entire group of architects, engineers and they spent half a day listening to professors of ethnology, geodesy, history here in Albania, who spoke about all these aspects and there a large group of people took notes.
In March 2026, a completely different project was presented, re-conceived with a different, environmental development design approach, and the National Territorial Council, the merchants who are selling Albania on my behalf, did not approve it as they fully presented it, but imposed conditions. The first is written, the project will be developed only on properties with property titles in the cadastre and on no other property that can be realized piecemeal at the moment. The lagoon is not affected, it is written, and the development cannot include the marina… there was a marina in the first and second versions, it was removed.
