From January 11 to March 11, all Albanians living abroad and who want to exercise their right to vote on May 11 can register on the platform set up by the Central Election Commission.
The Central Election Commissioner present at the parliamentary subcommittee on the diaspora ensures that the vote of emigrants is protected as there are a series of mechanisms in place that guarantee transparency and fair counting.
Ilirjan Celibashi announced that before Christmas there will be a demonstration of the functionalities of the electronic platform for registering voters from abroad, with the aim of this platform being functional on January 11, 2025 and the process of registering voters from abroad beginning.
In his speech to the Parliament's subcommittee on diaspora and migration, regarding the preparation and progress of the voting process for citizens outside Albania, Celibashi said that the process of preparing for voting from abroad has been in accordance with all the provisions of the Electoral Code, including in terms of the deadlines that this code has set for various aspects of the normative or organizational character of voting from abroad.
The process takes 60 days, while the government has guaranteed a full budget, counting on 100 thousand emigrant voters, but has expressed its readiness to cover the return postage even if there are more voters in the Diaspora. He added that there are about a million voters outside Albania and many without valid documents, so an exception should be made for them, so that the deadline for invalid documents is extended during the elections.
Celibashi spoke in favor of extending the deadline for emigrant documents, but not for those in Albania.
"The Regulatory Commission at the CEC has already approved almost all the main normative acts with the aim of implementing voting from abroad. I believe that before Christmas we will have a demonstration of the functionalities of this system so that on January 11 this platform will be functional and, as foreseen by the Electoral Code, the process of registering voters from abroad will begin", - said Celibashi.
The main question of the subcommittee legislators was whether the CEC guaranteed this process and the deadlines required for its implementation or whether it could be finalized before May 11, when the vote will take place.
The MPs requested clarification and details on whether the deadline is sufficient, from drafting documents, such as biometric passports, registration, sending mail, and returning the response.
Democratic MP, Kreshnik Çollaku, expressed uncertainty and doubts, seeking guarantees from Celibashi whether this process will be carried out without being violated and within the deadlines.
"I am exposing real concerns that the public and the opposition have, which guarantees the smooth running of the process, because violating it will cause extraordinary damage, so is there a guarantee for this process," said Çollaku.
Regarding postal service costs, Celibashi claims that the government has budgeted money for both sending the ballot and the costs of returning it to the CEC, but for the latter, a change to the Electoral Code is required.
