The Tirana Municipal Council has approved the 2026 budget worth around 400 million euros, in a meeting held without the presence of the arrested mayor of Tirana, Erion Veliaj.
The mayor had requested to be present at the meeting, but his request was rejected by SPAK.
The Democratic Party has cast serious doubts over the legitimacy of the decision-making, noting that 29 amendments proposed by the opposition were not put to a vote at all.
Ilir Alimehmeti raised questions about the competencies of the Municipality's management.
"Does Ristani have the authority to sign, given that she is not an elected but an appointed president?" he asked during the debate.
For her part, Anuela Ristani stated that submitting the budget draft was an institutional obligation.
"We have a duty to submit it. The issues may be right, but I am not the right authority to answer them. It would be a violation if I did not submit a draft."
Socialist representative, Eridian Salianji, stated on the other hand that Veliaj's absence has directly impacted the Municipality's financial performance.
"Today we only have 60% budget implementation and it is known why this happened. 40% of the 2025 budget has not been implemented due to the absence of the mayor, bringing direct consequences to the service to citizens."
The approval of the budget without the presence of the mayor and without voting on the opposition amendments is expected to further deepen the political clash in the Municipal Council, while the DP warns that it will pursue institutional avenues to contest the process.
