In Albania, the Central Election Commission is strengthening the supervision of the financing of political parties during the election campaign. Through an electronic platform created for the first time, the CEC will collect reports on the financing of political parties.
But civil society organizations express concern both for the lack of financial data of the parties and for the extensive use of state resources in the campaign.
This year, the Central Election Commission has placed transparency on the financing of political parties at the center of its work.
At a table with international and local experts, the state commissioner of elections, Ilirjan Celibashi, emphasized that he has given a strategic priority to strengthening the supervision of financing of political parties in the election campaign.
A new digital platform has just been created with the support of the EU and the Council of Europe to collect reports and declarations on party funding.
"We as an institution and civil society organizations can do more to make political parties and electoral subjects more restrained so that they no longer demonstrate, sometimes even arrogantly, their power and their interest in spending money without limit in the election campaign. In fact, they have started to be careful with the transparency of campaign finances", says Mr. Celibashi.
Transparency on party finances is a permanent challenge in Albania both during the year and in election campaigns, says the head of the Association for Democratic Culture, Gerta Meta.
Political parties are still not open, so the pressure should be much greater both from local subjects and from international actors, she adds.
"Political parties, especially in election campaigns, lure businesses with promises that those financings that will be taken under their hands and undeclared for electoral expenses, will be returned many times over with construction permits, PPPs. Such are the unwritten agreements between businesses and governments", says Mrs. Meta.
The representative of the Transparency International Organization, Jorge Valadares, says that the way to reach the information should be eased as soon as possible to discover the risks in time, because the declaration of financing prevents political corruption.
The lack of financial transparency of political parties is among the most worrying issues throughout the political transition in Albania in 3 decades. Local and international observers express their concern that behind the lack of will for transparency, suspicious financing and dirty money originating from criminal groups are hidden, which then capture the state with clientelism and high-level corruption./VOA
