MP Enkelejd Alibeaj has asked questions for Prime Minister Edi Rama in the interpellation for McGonigal. Alibeaj counted the questions and said that this session should be held 2 months ago.

Alibeaj's list of questions includes the Rama-McGonigal meetings and the role of adviser Dorian Ducka. 

Alibeaj's questions to Rama:

1- Who are the persons who were at the four meetings cited in the indictment?

2- Who was present at the meeting on September 17, 2017, besides you, Dorian Duckes and McGonigal?

3- Was the meeting held as a private meeting or as an official meeting? Did he present himself as a senior FBI official at that meeting?

4- Why was the issue of granting licenses for oil exploitation fields in Albania discussed between you?

5- Did you know that Agron Nezaj and Dorian Ducka had financial interests in the field of oil exploitation?

6- Have you taken measures so that the oil exploitation license was not given to persons A and B, in violation of the law?

7- What measures did you take after the court decided that the permission to use three oil-bearing plots, which was given to a company, was a legal violation?

8- Have you made a declaration with the ILDKPK about a conflict of interest situation regarding this matter? What about any of your ministers of the time who led this sector?

9- How many times have you contacted your friend McGonigal by phone, text, email or other means of communication or physical meetings since September 2017?

10- Who was present at the meeting you had with him on November 20, 2017? What did you discuss between you?

11- Was the meeting private or official? Did you give information to McGonigal about the lobbying in the USA of another party, different from your party?

12- Which official from your office (prime minister's office) gave information to Dorian Duck about lobbying?

13- How do you explain that 4 days later, on November 24, McGonigal received information from your adviser Dorian Ducka to delay the criminal proceedings against the lobbyist of the other party opposing you?

14- In December 2017, you had dinner with McGonigal and person A in New York. Was it discussed between you the provision of information to Agron Nezaj (apart from what was given to Dorian Ducke) regarding DP lobbying?

15- How do you explain that this time Agron Neza found information about the lobbyist of the other party opposed to you and passed it to McGonigal on January 4?

16- Did you request in this meeting that McGonigal intervene to initiate a criminal case in the USA?

17- How do you explain that Agron Neza was supplied with information again, this time on January 22, regarding the lobbyist of the other party, in order to extend the criminal case against him?

18- Which of the officials of the office of the Prime Minister of Albania gave this information to Agron Nezaj?

19- McGonigal was in Albania in February 2018? Have you met him? If not, did your advisor inform you about the meeting he had with him in Tirana?

20- Did your adviser inform you that he was supporting the investigation and the questioning of witnesses in the context of the ongoing investigation against the lobbyist of the other party?

21- In March 2018, you had dinner together with McGonigal and Agron Nezaj in New York. Was the fact that Agron Nezaj received information from your office and forwarded it to McGonigal discussed? What about the fact that Agron Nezaj was supporting the delayed investigation by presenting himself as a witness in this investigation?

22- Who was the other former agent who was having dinner with you?

23- How is it explained that immediately after the meetings with the Prime Minister, the FBI agent was paid 225,000 dollars by Agron Nezaj

24- How is it explained that immediately after the meetings with the Prime Minister, the FBI agent initiates the criminal investigation for the American lobbyist of the Democratic Party?

25- Can the Prime Minister prove that Agron Neza did not act on his orders, when he stated that he had information on the lobbyist of the Democratic Party, obtained from the office of the Albanian Prime Minister?

26- What was the source of the leaders of the Socialist Party talking about a criminal case against the American lobbyist of the Democratic Party, while the case was under investigation and covered by investigative secrecy?

27- What was the nature of the Prime Minister's relationship with Mr. Dorian Ducka?

28- What is the reason that this citizen was provided with a diplomatic passport and a government email, at a time when he was engaged in a private activity?

29- Why has the Albanian government violated the law to grant the concession of three oil fields to a company related to Mr. Neza and Mr. McGonigal?

30- Why has the Albanian government granted concessions and the status of strategic investor to the Russian oligarch, Oleg Deripaska, after being placed under American sanctions? McGonigal was in Albania in February 2019. Have you met him? Did Ducka inform you about the meeting with him?" said Alibeaj.
