In today's local elections in Albania (May 14), mayors and members of municipal councils will be elected in the country's 61 municipalities. The participation of the opposition brings back political pluralism in these elections, after the 2019 Locale boycott, when the Socialist Party won unopposed. But the return of pluralism does not cover a number of problems that cast a shadow over today's elections.

Voting - chronic illness

The mutual accusations of vote-buying in these elections mostly belong to the two main political entities in the race: the Socialist Party, which is in its third governing mandate at the local level, and the opposition coalition "We win together" led by two veteran politicians, former - Prime Minister Berisha and former President Meta.

More than the public verbal accusations about the presence of vote-buying, the criminal charges and investigations of the Anticorruption Structure (SPAK) testify. According to official sources, SPAK is now investigating 14 cases of corruption related to vote buying. The data of the State Police speak of the registration of 54 cases of criminal offenses in the field of electoral crimes and the prosecution of 88 persons during one month of the electoral campaign.

It is not the first time that the buying and selling of votes and the alienation of the voters' will occurs in the electoral processes in Albania. In the reports of the OSCE/ODIHR international observer missions, from the parliamentary elections of 2005 to those of 2021, vote buying has been part of the shortcomings in relation to international standards.

"Widespread vote-buying practices continued to be a problem," noted the latest OSCE/ODIHR report on the 2021 elections.

The State Commissioner for Elections, head of the Central Election Commission (CEC), Ilirian Celibashi, told DW that there is a phenomenon of buying and selling votes.

"The fight against it is a challenge that must be faced not only by the CEC, but also by all the participants in the electoral process, by state institutions, political parties, non-governmental organizations and the community of voters. The non-deformation of the voters' will and the influenced voting in the poor and marginalized communities, affected from a social point of view, is a concern reported in the elections in Albania," he emphasized to DW.

Regarding today's voting, the State Commissioner for Elections Celibashi pointed out that "CEC has taken all measures to make the process of voting and vote counting transparent and accurate."

Voting is also done for the opposition candidate imprisoned for buying votes

In today's competition for local government bodies, 40 political entities are participating, among which the SP and the opposition coalition "We win together." 144 candidates for 61 municipalities and 23,700 for 1603 members of municipal councils compete for mayor. 3 million and six hundred thousand and fifty voters are registered in the voter lists, but a significant part of them are immigrants and it has not yet become possible to vote in the countries where they live.

According to the polls, it is expected that about 60 percent of this number will vote. An OSCE/ODIHR international observer mission led by Ambassador Audrey Glover will observe voting in 5,200 polling stations, which closes at 19:00. The results are expected to be announced on Tuesday, May 16. /DW/
