The 500-page SPAK file shows the fact that Berisha has not only benefited from income through the personal accounts of the son-in-law Jamarbër Malltezi, but also from financing of the company 'Homeplan sh.p.k', a company through which the son-in-law, as an investor, built 19 the towers at the former partisan complex.

SPAK mentions funding from the company Homeplan sh.pk, for the account of Prime Minister Sali Berisha (at the time) in the framework of the election campaign of 2013. In the SPAK file it is stated that "during the year 2013, during the election campaign, it turns out that based on the request and special care of the citizens, Prime Minister Sali Berisha, the Minister of Culture, invited the singer Riccardo Cocciante to come to Albania. The latter came accompanied by the singer Elhaida Dani and an Italian journalist.

In the documents of the Ministry of Culture, the citizen Fatmir Bektashi is presented as a supporter, but from the acts it has emerged that the payments for accommodation and travel of these citizens were made by the company Homeplan sh.pk in a total value of about 676,250 ALL.

The singer and his band were paid for accommodation in a luxury hotel, travel tickets and rental vehicles.

In the SPAK file, it is stated that the company Homeplan sh.pk paid Flamur Kuçi, at the time that the latter was an advisor for territorial issues to Prime Minister Sali Berisha in 2012, the ticket money, in the amount of 911 euros, for him to go to meet Daniel Liebeskind, the architect of the towers together with Fatmir Bektashi in the USA.

Payment to the Liri Berisha Foundation from Malltezi

The file also states that part of the money from the income of the Malltezi family went to the Domenic Scaglione Foundation with president Liri Berisha, the wife of the former prime minister.

Specifically, in the period 2010-2022, Argita Malltezi and Jamarbër Malltezi have sponsored the Albanian Children Foundation, Domenick Scaglione in an amount of 8,599,647 lek, 24,171 euros and 8,225 USD, payments made through two companies Homeplan sh.pk and Kontakt sh. .com

Payments to Liri Berisha's foundation
Year 2016 - Homeplan company sh.pk in 2016 transferred to the Domenick Scaglione Albanian Children's Foundation the amount of 18,534 euros.
Year 2021: Homeplan LLC in 2021 has transferred to the Domenick Scaglione Albanian Children's Foundation the amount of 1970 euros.
Year 2022: Contact Society LLC in 2022 has transferred the amount of 30,000 euros to the Domenick Scaglione Albanian Children's Foundation.
Total: 50,504 euros
In conclusion, SPAK concludes that "it is fully proven that Sali Berisha has committed the criminal offense of "Passive corruption of high state officials or local elected officials", carried out in collaboration with the citizen Jamarbër Malltezi, provided by article 260 and 25 of the Criminal Code"./shqiptarja.com
