Montenegro tightens visa regime for Russians: We will follow EU policies

The Prime Minister of Montenegro, Milojko Spajic, announced today that Podgorica will "very soon" tighten the visa regime for Russian citizens, in line with the European Union's visa policy.

He stressed that Montenegro fully follows the EU's foreign and security policy, including measures against Russia.

Following this policy, Montenegro imposed sanctions on Russia in 2022, when Moscow launched its full-scale invasion of Ukraine.

However, the European Commission has warned Podgorica several times that harmonizing visa policy is essential for progress in membership talks and for access to the funds of the Growth Plan for the Western Balkans, Radio Free Europe reports.

Stay up to 30 days without a visa

In Montenegro, according to the latest data from the Ministry of Internal Affairs sent to Radio Free Europe, over 21,100 Russian citizens live.

Russian citizens can stay for up to 30 days without a visa, according to Podgorica's current policies.

However, it has been the practice for years for Russian citizens, after 30 days, to briefly leave Montenegro – often only to the nearest border crossing – and upon return to be allowed to stay again for 30 days without a visa.

The number of these "entrances-exits" is not limited.

The Police Directorate has previously clarified that the travel agreement with Russia has no limitation regarding the duration of the overall stay within a certain period, which in practice has meant that the stay can be continuously extended.

Which places remain problematic?

Montenegro, considered the most serious candidate for EU membership, has pledged to gradually introduce visas for all countries to which the EU has imposed visas.

The European Commission, in its latest report, found that Montenegro is not harmonizing its visa policy with that of the EU, emphasizing that it should introduce visas for nine countries that are not on the green list: Azerbaijan, Bahrain, Belarus, China, Qatar, Russia, Saudi Arabia, the United Arab Emirates and Turkey.

Montenegro has recently imposed visas for Turkish citizens.
