CIA Director makes secret visit to Moscow

Central Intelligence Agency (CIA) Director John Ratcliffe is on an undisclosed visit to Moscow for high-level meetings, according to sources familiar with the matter cited by CBS News. It is his first scheduled trip to the Russian capital since taking over as head of U.S. intelligence.

The first signals for this diplomatic mission were recorded after a US Air Force Boeing C-17A Globemaster III military transport plane landed at one of Moscow's airports, accompanied by reinforced movements of a US diplomatic convoy.

So far, both the White House and the Kremlin have refused to officially comment on the purpose of the visit or the composition of the delegation.

This visit comes at a critical geopolitical moment, when peace negotiations for the war in Ukraine — brokered by Washington — remain deadlocked due to the irreconcilable positions of the parties to the conflict.

"Neither the U.S. nor the Russian government has commented on the identity of the U.S. official in Russia or the purpose of the visit. The CIA did not immediately comment," CBS News  wrote  .

The CIA has served as the main conduit for confidential negotiations between Washington and Moscow. Ratcliffe personally negotiated the release of dual-citizen Ksenia Karelina in April 2025, while the agency previously facilitated the 2024 deal for the release of journalist Evan Gershkovich and veteran Paul Whelan.

The visit recalls the mission of former CIA Director William Burns in November 2021, when he traveled to Moscow to convey direct US warnings to President Vladimir Putin before the start of large-scale fighting in Ukraine.

Despite the freezing of official diplomatic relations, communication between intelligence chiefs remains a key bridge for managing critical global security crises.
