The increase in the performance of the income in the budget and the reallocations that were made through the normative act, did not affect the fund provided for the indexation of pensions, nor for the pensioners' bonus.
Referring to the normative act for changes in the budget, the pension indexation fund is estimated at 4.137 million ALL and the bonus of pensioners 3.650 million ALL. The fund is divided among the schemes, according to the determinations in the decision of the Council of Ministers.
But despite the fact that the number of beneficiaries in the scheme in the second half of the year has increased, the estimated fund is the same as in the initial budget and has not changed. According to the law, indexation of pensions takes place in October, while the bonus is distributed on the end of the year holidays.
The number of pensioners who benefit from financial treatment from the social insurance scheme has increased significantly in the first half of the year. Official data from the Social Security Institute, provided by SCAN TV, indicate that by June 2023, the number of beneficiary pensioners has reached 713,333 individuals, with an increase of 8,334 beneficiaries more than the end of the year we left behind.
While the total number of beneficiaries from the social security scheme at the end of June 2024 is 796,563 with an increase of 7136 beneficiaries compared to December 2024.
The government is preparing, in cooperation with the World Bank and the International Monetary Fund, to reform the pension scheme again in order to increase the financial support for pensioners and to amortize the large difference that exists between the pensions related before 2015 when the first reform was undertaken, and those connected behind it, which are higher. One of the discussions is the allocation of indexation, as currently the total pensioners receive is indexed and the indexation format of each element of the pension will need a review.
