The government's decision to build in Protected Areas has taken another official step. Yesterday in the official notebook of the Government, the decision about the pastures that will be used around these areas was clarified. The decision of the beginning of August by the Ministry of Tourism, where in these areas anything could be built, is now added to the decision to use the areas around them.
What happened to Protected Areas?
The Ministry of Tourism and Environment at the beginning of this month, after submitting ten draft decisions for consultation in June, gave the green light for all kinds of constructions in the Protected Areas from the south to the north.
There are at least ten similar draft decisions issued for consultation by the Ministry of Tourism and Environment, which according to environmental organizations, if approved, risk irreparable damage to the natural ecosystem in Albania.
According to experts, the draft decisions affect existing protected areas - Bredhi i Drenova, Rrushkull, Bune Velipojë, Pishë-Poro-Nartë, Lake Pogradec, Kuturman-Qafë Bush, Kratse, Guri i Nika Valamarë, Bjeshket e Oroshi - and an area protected young, Camel's Tail.
Amendments to Law 81/2017 on Protected Areas, approved in February against the objections of the European Union, remove from these areas the system of internal zoning, which previously offered different levels of protection under the old law and International Union for Conservation of Nature regulations of Nature (IUCN), and give them only the third degree of protection.
The main authority responsible for these areas is the National Territory Council (NKT), responsible for sanctioning regulations, illegal structures, and alleged strategic investments and various other activities.
Article 5 of the draft decisions announced for consultation, which lists the actions allowed in these areas, includes, among others, the installation of renewable energy projects, the establishment of fish breeding centers, as well as other activities such as construction, treatment of water on farms, construction of canals, highways, urban areas and similar activities, provided they have permission from KKT.
Now also pastures for rent within these areas
Yesterday, the decision to use the pastures around the Protected Areas was disclosed in the Official Gazette.
According to the guideline, the Regional Agencies of Protected Areas and the Office of the Administration of National Parks will have to determine, by February 15 of each year, the public and private pasture plots that can be given for use for grazing.
Meanwhile, this process must be carried out in accordance with the legislation in force on pastures and protected areas, which has a number of limitations due to the negative impact that improper use of these territories can bring.
The directive of the ministry stipulates that for the leasing of pasture territories, it is taken into consideration that the grazing activity does not affect the natural and biological values and functions of the pasture territory, as well as being in harmony with the elements of biodiversity values that it has.
Interested entities must submit the request in writing to the relevant municipality by March 30, for summer pastures and by July 10, for winter pastures. Meanwhile, the term for putting pastures into use is 5 years with the right of renewal.
However, these rules will not be applied to the plots located in the pastures located in the central sub-zone of the protected area are excluded from use according to the requirements of this instruction.
How will this be respected? We are talking about the Protected Areas that have faced many debates and were approved at the beginning of this year in a Parliamentary session amid confusion and chaos./ VoxNews
