The structure of municipal expenditures in Albania is dictated by the functions of the local government units and the relevant funding sources. The sector with the highest weight in local expenditures from unconditional sources in 2023 are economic issues, which include, among others, agriculture, forest management, irrigation and drainage, tourism and transport, with 14.5 billion ALL or 21 percent of total expenditures , followed by the general public services sector with 14 billion ALL, or 20 percent and education 12.8 billion, or 18.6 percent.

The weight of these local government expenses according to functions clearly represents the importance of these expenses in relation to the public services that local self-government units perform.

The distribution of local government expenses has maintained the same structure as in previous years, with a slight decrease in the weight of general public services (20% in 2023 from 22% in 2022) and an increase in the weight of expenses for the function of economic affairs (21% from 18%).

The weight of the "housing and community amenities" sector, which includes, among other things, expenses related to water supply, sewerage, urban planning or lighting), has dropped significantly, from 18% to 16% of expenses in 2023, despite a slight increase in nominal value of 275 million ALL. Expenditures in other sectors have had a slight increase in nominal value, although their relative weight in the local budget has decreased in 2023.

On the other hand, social protection has a low percentage compared to other functions, this is because mostly this function is financed by the central budget in the form of a conditional transfer and the analysis includes only the financing of municipalities from their own resources for this function . During the year 2023, all municipalities used the largest share of expenses to finance 3 functions such as "General public services", "Education", and "Economic issues". Maintaining a similar trend of the weight of functions in both large and smaller municipalities shows the importance these functions have for services at the local level.
