While Great Britain will provide support for the Durrës - Pristina railway project, Albania and Kosovo have stated that this line represents a very important strategic project for the future development of the Western Balkan region. The project starts with the new port of Durrës, which will be built in Porto Romano and will end with the dry port in Pristina.

The idea to build a railway line connecting Albania with Kosovo started many years ago, but during 2021, the Ministry of Infrastructure and Energy of Albania and the Ministry of Environment, Spatial Planning and Infrastructure of Kosovo signed a Memorandum of Understanding for cooperation in the field of railway transport, which was finalized at the meeting of both governments in Pristina, on June 20, 2022, paved the way for the implementation of the project.

In November of last year, Albanian Railways announced the winning consortium, which will design the feasibility study, which will then serve for the tendering and implementation of the project. The deadline for the completion of the document is 14 months from the signing of the contract, which means that it will be able to be delivered during 2025.

Meanwhile, although the feasibility study has not been completed, the Albanian and Kosovar governments have declared that the route that starts at the new Port of Durrës in Porto Romano, continues towards Shkodra, Gjakova and ends in Pristina is acceptable. At the same time, in March of this year, budget changes were also made, in order to finance the commercial port in Porto Romano.

Initially, it was declared that the port would be built through a public-private partnership, but then the construction was decided with budget funds. The reason for these changes according to the government is the fact that the area will be not only commercial, but also military and that this investment is part of Albania's commitment as a member of NATO. 9.88 billion ALL have been allocated for this port work, while budgetary support of 14.7 billion ALL is foreseen for the budget years 2025 and 2026.
