A proposal by the head of the Socialist Party parliamentary group, Taulant Balla, restores the contested law on strategic investments, this time disguised as an article of changes to the law on tourism.

Balla proposes that in Article 1 of the draft law, the Minister of Tourism may propose and the Council of Ministers may decide to change the responsibility for the administration of an area considered a priority in the development of tourism for the implementation of projects or investments of public interest, or as stated in the draft, of national importance that contribute to the economic development of the country.

According to this formulation, territories that could be under the administration of municipalities could be transferred to the responsibility of the Council of Ministers. The current law on strategic investments does the same, with the only difference that instead of the Council of Ministers, the administration of properties identified as having tourism development potential is transferred to the Investment Corporation and decisions on the development of projects in these areas are made by the National Council of Territories, headed by Prime Minister Edi Rama.

The Law on Strategic Investments was adopted in 2015 with the status of a temporary law until a new draft is drafted. However, its term has been extended three times and according to the latest amendment, it expires on December 31 of this year. The European Union has also requested its repeal within the framework of accession negotiations, assessing that the law creates inequality and avoids competition in projects and tenders for the development of certain areas of the country.
