During the past year, the salary reform was launched, which provided for a high increase in salaries for public administration employees, doctors, nurses, teachers and the police. This reform will extend its effects throughout this year, as substantial changes are expected in the value of salaries for these categories in the future.

In 2023, the reform of the constituent elements of the gross monthly salary for civil servants and other employees with the same salary structure was carried out, marking at the same time an increase of 15% - 46%.

If we evaluate how much interest job seekers have in becoming part of the public administration, we notice that despite the upward trend of salaries in recent years, the number of applications to become part of the civil service has not been high compared to previous years. Referring to the latest report of the Department of Public Administration, during the year 2023 there were on average about 13.5 applications per position in the administration, based on 14,584 applications in total, for 1082 announced positions. Compared to the year 2022 where there were 17.9 applications per position, this figure has decreased last year.

Since 2001, the greatest interest to be employed in the public administration has been during the year 2020 with approximately 24 applications per position. A high number of applicants for the position indicates to some extent the desirability of the civil service and the applicants' confidence in fair and merit-based competition procedures. On the other hand, it can also be an indicator of minimum acceptance criteria or very general criteria for some cases.

Through the approval of the law on the competences in the determination of salaries, in addition to the salary and reward for work results, the employees of the public administration are recognized the right to other financial treatments and benefits. This provides a solution to the need to ensure competitive payments with the private market for some categories in priority areas or sub-areas of the country's development.

From July 1 of this year, it is expected that the average salary in the central budget administration will go from 716 thousand ALL to about 900 euros/month. The main objective during 2024 will be the complete reformation of the public administration, both in terms of improving the legal framework, as well as in terms of improving the remuneration of employees and transforming the administration to make it as attractive as possible for young people.
