The University of Elbasan has entered the election process for the new Rector of this institution. But before the competition with potential candidates has started, the "witch hunt" has started for those who claim to be part of it.

But what really happened?

What is happening in this university, which has disturbed the academic and intellectual opinion of the city, is related to the obstacles to avoid the competition for the position of Rector of this university, Professor Majlinda Perriu Peza, by not approving her as a Candidate with an illegal decision of KIZ (Institutional Electoral Commission) of this university.

The first violation: KIZ has exceeded its powers by giving decisions in violation of the Law on Higher Education, the Electoral Regulations of the University (Chapter II, Article 6/g) where it is quoted that "KIZ registers candidates for rector...", and does not judge the candidates , taking the role of the court by interpreting the laws for other non-university institutions.  

Thus, by decision No. 12 dated 26.05.2024 KIZ has decided not to approve the registration of the candidacy to participate in the elections for the post of rector, of the professor with a 25-year career in the field of education, Majlinda Perriu, despite her fulfillment of all the documentation of defined in the Law on Higher Education, the Election Regulations and the University Statute.

Flagrant violation: in this decision of KIZ it is stated that; currently the candidate exercises the office of District Prefect, while it is easily proven that by the Decision of the Council of Ministers, Mrs. Majlinda Perriu was released from this position on dt. 24.05.2024, VKM No. 314, i.e. 2 days before the KIZ decision of May 26 was taken. 

After that, the next step was followed in the Appeal Commission, which had to issue a final decision within 5 days from the date of the appeal (dated 03.06.2024). Meanwhile, during these days, not only were the members of the committee not notified of the meeting and no decision was taken in open violation of the regulation, but it is learned that the rectorate has notified the members of the Academic Senate of the "announcement of the registration process for members of re of the Appeals Commission", with the reason that the chairman of the commission had already resigned on this date. In this way, the Appeal Commission is non-existent. Meanwhile, another member of the Commission has resigned.

So currently the election process at the University of Elbasan has failed, KIZ results in a flagrant violation of the Decision of the Council of Ministers, the Law on Higher Education and the election regulation, while the Appeals Commission that examines flagrant decisions of KIZ is already out of order and cannot make decisions.

A way has been found to delay the decision-making process against the violation committed by KIZ for not registering Professor Majlinda Perriu as Rector. The procedure for recreating the Appeals Commission takes time, but the documents below prove what is currently happening and why Ms. Perriu cannot be excluded from the race.
