New payment scheme and financial treatment for military personnel serving away

The Council of Ministers has approved a new decision regulating the financial treatment of Armed Forces servicemen who are appointed or ordered to serve away from their families and places of residence. The new decision, which repeals the old regulation of 2004, specifies the amount of compensation for transportation, dividing it into bands according to kilometers.

According to the act disclosed by the Government, this additional payment aims to alleviate the living costs of active duty personnel who are transferred for work purposes. However, the decision specifies that this compensation is only granted if the serviceman is not provided with transportation by the institution, is not offered housing or is not treated with housing rental compensation by the Ministry of Defense.

New compensation scheme, up to 20 thousand lek per month

The monthly compensation bill is calculated based on the distance from the official residence of the serviceman to the unit or structure where he is assigned. Specifically, the new scheme provides for the following payment measures:

For distances from 5 km to 25 km, the soldier will receive 4,400 lek per month.

For distances from 26 km to 50 km, the compensation amount is 8,800 lek per month.

For distances from 51 km to 100 km, the payment amounts to 13,200 lek per month.

For distances over 101 km, the compensation goes up to a maximum value of 20,000 lek per month.

Conditions and facilities for families

To avoid abuses, the decision establishes strict documentation rules. To benefit from this allowance, each soldier must submit an official request accompanied by a certificate from the property institutions (Cadastre/ALUIZNI), which certifies that he does not own or is not in the process of legalizing any apartment in the municipality to which he has been transferred. This documentation must be updated every year.

On the other hand, the Government's decision has also provided an important facility for service members who decide not to travel, but to relocate completely to the new city. If a service member transfers his family to the place where he is appointed, the Ministry of Defense undertakes to cover, free of charge, with its own means, the transportation of family members and household furnishings.

Transportation payments will be automatically terminated when the serviceman returns to his previous place of residence, his term of command ends, or if the state manages to provide him with housing in the new service area. All financial effects of this decision will be covered by the budget of the Ministry of Defense.
