Fiks Fare denounced on Monday evening a scandal that occurred within a state institution, in the Dibra Cadastre building.
Meleq Stojku has denounced in the investigative show that on June 30, 2025, he went to the Cadastre to get some old documents from the archive, with the intention of registering and applying for them. He went to the archive office to see employee Julian Lusha, arguing with this employee and then several other employees came and forcibly grabbed him, taking him out of the office.
"Suddenly, some others came from behind and grabbed me by force. I don't remember many details, but they took me out of the door and slammed me to the ground. They were all Cadastral employees. They also kicked me and threw me into the corridors. They slammed me against the railings and that's where I broke my hand," says Meleq Stojku. He adds that at that time the director was Danjel Gura.
"I remember this guy hitting me, he came and told me to get out. A Bledar and Juliani also came there and pushed me. I called the police, they took me to the Peshkopia hospital. From there I went straight to the Trauma Hospital, I stayed for over a week and I had a fracture. I had surgery on my arm," says Meleqi. He further claims that during this time, the police sent the materials to the Dibra prosecutor's office.
"Now I learn that they have closed it. They have closed it since I was in the hospital. They haven't even investigated or anything. They are protecting each other. They haven't done a forensic examination on me. They just took the ones from Peshkopia Hospital. Not even the surgery or anything," he says.
After the denunciation, Fiks Fare goes to the Peshkopia Cadastre. Fiks attempted to film the place where the denunciator broke his arm and was raped in the premises of the Dibra Cadastre, on the third floor. The door was locked and no employee refused to open it. In fact, during this time, many citizens were not allowed into those premises.
At that moment, Fiksi contacted the current director, Admir Krashi, by phone to ask if any measures had been taken against the employees. Had they been suspended or fired? The director replied, asking to send him a written request and that they would review it within the deadlines. Fiksi insisted, asking what measures had been taken in the case in question.
Again, the current director replied that “for any information, submit a written request.” In the end, he said that the request must be sent by post! A few minutes after this conversation, the Fiks Fare group spoke with one of the employees involved, Julian Lusha.
We ask him why he hit and shot her. He says he didn't hit her, they just argued. We ask him several times about the incident, while he says he has the same position he held with the police and the prosecutor, that he didn't hit her! But who hit him and broke his arm?!
Fiksi goes to the Dibra Prosecutor's Office, after the prosecutor's office of that city has quickly dismissed the case. In fact, this accusation has decided not to initiate criminal proceedings. The decision was made by prosecutor Drini Zeqo, who was satisfied only with the initial statements of the complainant during the time he was in the Peshkopia Hospital. This prosecutor did not order any re-examination of Meleqi's condition, to see what injuries he had and what category they fall into.
The prosecution questioned the director Danjel Gjura, who admitted that on that date he heard an argument in the archive office and saw the complainant arguing with employee Julian Lusha. However, Danjel denied hitting him, only reprimanding him and asking him to leave.
Who hit him and why are the employees protecting each other?!
In the decision to not start, Julian Lusha, the cause of the fight, was also questioned. He said that Meleqi went to his office for some documents from the archive, but he told him that he was "applying for e-albania". He further explains that Meleqi insulted him by telling him that he was incompetent and at that moment, director Danjel Gjura went and asked Meleqi to leave the office. Julian himself says that he did not see Danjel grab or push Meleqi.
Another employee, Bujar Nezha, was also questioned, who stated that “Meleqi tripped over the latch of the main door while trying to escape and fell.” He then helped him but did not see director Danjel Gjura hit him.
But how did you break your arm?
The Dibra Prosecution Office has not delved into the investigation of this case, but has only received information from the judicial police that Meleqi was sent to the Trauma Hospital for treatment, but without life-threatening problems. The indictment states that there were no cameras in the Dibra ASHK premises. Finally, the indictment states that they could not prove the criminal offense of "other intentional damage" and the citizen should go to court.
But wasn't there abuse of power? Is breaking an arm an injury or a wound? But if the citizen was maimed, was it still a minor injury?
In the end, the Dibra Prosecutor's Office decided not to register the criminal proceedings. The journalists tried to meet the prosecutor, but he did not deign to receive them. Through the employee, the prosecutor's office said that it "only speaks in writing."
Conversation between the Fiks Fare group and the employee of ASHK Dibër, Julian Lusha
Journalist – How was your time, are you at the Cadastre?
Employees – No, no!
Journalist – You're not?
Employees – No.
Journalist – We wanted Julian!
Julian Lusha – It's me!
Journalist – Are you at Cadastre?
Julian Lusha – Yes.
Journalist – To the archives?
Julian Lusha – Yes.
Journalist – Meleq Stojku contacted us about a problem that occurred in June 2025, and you were in a physical conflict.
Julian Lusha – No, physically not!
Journalist – He also has a broken arm, it's in iron bars. Did you push him?
Julian Lusha – No, it's not a joke. I simply told him to ask for the answer at "e-Albania".
Journalist – You pushed it!
Julian Lusha – No, no, no.
Journalist – He has plates, he also sent us graphs.
Julian Lusha – No, not really.
Journalist – The matter has also been reported to the police, if I'm not mistaken.
Julian Lusha – Ok, but it's not like I pushed you.
Journalist – Why, what did you conflict about?
Julian Lusha – No, we didn't have a conflict, we just had a debate where I told him that you're in... meaning to apply online.
Journalist – He told me that he was pushed down the stairs by two or three people and suffered a broken arm.
Julian Lusha – I haven't left the office at all. It's 100% safe.
Journalist – What did you argue about? He simply came to register the property at the spa.
Julian Lusha – Not to register, but to get documents to the archive. Why aren't you taking the documents to the archive?
Journalist – Were the documents in the archive?
Julian Lusha – The answer is taken from "e-Albania".
Journalist – Did you get the answer?
Julian Lusha – I believe he must have taken it because he had it.
Journalist – He insulted you first, how was that debate? He claims that you hit him, pushed him.
Julian Lusha – There is no talk.
Journalist – You took him out to the door and pushed him in.
Julian Lusha – No, I didn't take it out at all.
Newspaper – Who published it?
Julian Lusha – I simply sat in my office and didn't touch it at all.
Journalist – Have other people arrived?
Julian Lusha – I don't know, no one came. He just left. Yes, it's 100% certain.
Journalist – Are there cameras in the Cadastre building?
Julian Lusha – There are cameras only at the outer door.
Journalist – Where did you break your arm?
Julian Lusha – I don't know where he broke it.
Journalist – Did he break it somewhere else?
Julian Lusha – I haven't touched it with my hand!
Journalist – Did other people touch it? Did you go to the police, were you called to the police and the prosecutor?
Julian Lusha – I gave a statement.
Journalist – About this event?
Julian Lusha – I gave the same answer to the police.
Journalist – Did you know that Meleqi broke his arm?
Julian Lusha – No, I didn't know.
Journalist – Did you learn about it later? Or from the police?
Julian Lusha – No, I didn't learn it in the police, I learned it later like this. I simply made the debate that archive documents should not be released from the archive and that was the issue. To get the answer from "e-Albania". He started saying no, you are incompetent, you are so and so. Stupidity.
Journalist – Okay, okay. There can be debate, but to push him and shoot him. Or to throw him down the stairs!
Julian Lusha – There's no point in pushing or touching him.
Journalist – Have other people arrived?
Julian Lusha – No, they didn't come, he left on his own.
Journalist – He came out on his own, are you sure?
Julian Lusha – Yes.
Journalist – And you continue to work for this incident, no action has been taken against you? No suspension, no investigation, nothing?
Julian Lusha – I don't have any, because I simply told him that he could get the documents from the archive. That's it!
