The Strasbourg Court has fined Albania for violating the right to freedom by forcing it to pay a former official 8,000 euros for unjustified detention by local courts in 2013 and 2014.
Although the former Tax Control official was convicted of theft by abuse of office, the European Court of Human Rights says that during the investigation process she was unjustly kept in a cell.
"The importance of the criminal offense or its consequences do not constitute reasons that justify detention and cannot justify in themselves, the deprivation of a suspect's freedom", says the European Court of Human Rights in its decision.
Currently in Albania, the number of people who have been locked up in cells as suspects is higher than the number of those who have been found guilty and sentenced.
The official data of the Directorate of Prisons show that over 2653 citizens are in detention facilities and most of them are involved in drug cases. The number of convicts is 2238 and most of them were found guilty of murder and drug cases.
Harsh criminal policies in security measures and the lack of alternative punishments from justice have been seen for years as the main reason for overcrowding in detention in Albania.
