Ecuadorian newspaper: 'Rimi' of "LOV TAXI" in Tirana, part
Përparim Billa, otherwise known as 'Rimi'

Përparim Billa , convicted as part of the US-coded operation "Black Eagle" in 2010, is said to be registered in Ecuador as a fruit trader.

The Prosecutor's Office will formally indict him on December 18 in a case involving organized crime and drug trafficking.

The Ecuadorian newspaper PRIMACIAS, reveals who 'Rimi' is:

In the spring of 2009, in suburban New Jersey in the US, the FBI cracked down on a network that was at the time the fastest-growing criminal threat in Europe: the Albanian mafia.

Dubbed Operation 'Black Eagle' after Albania's national symbol, this joint investigation lasted four years.

The case targeted a local criminal organization and uncovered a transnational criminal enterprise with branches in seven countries: Albania, Macedonia, Kosovo, Serbia, Canada, the Netherlands and the United States .

The operation culminated in the formal indictment of 26 individuals and the coordinated arrest of 17 of them in cities such as Paterson, Lodi, Clifton and Wayne, New Jersey, as well as Brooklyn and Staten Island, New York.

The main objective was to find those who had until then led the Balkan network: Albanians Kujtim Lika , otherwise known as 'Timmy', and Myfit Dika , otherwise known as 'Mike', who wore a bald eagle tattooed on their biceps.

The investigation revealed the group's sophisticated supply chain, which operated as an industrial-scale import and distribution network. The gang was not limited to a single drug or illegal activity, but the list of charges included drug trafficking, arms trafficking, cigarette smuggling and money laundering.

Undercover agents seized over 30,000 ecstasy pills, 2.5 kilograms of heroin and crystal methamphetamine, as well as a 9mm pistol and two rifles.

They also negotiated the controlled importation of large quantities of cocaine, heroin, marijuana, oxycodone, anabolic steroids, and other illegal goods.

The investigation, focused on drug and arms trafficking and money laundering, also caught lower-level figures in the chain, such as  Përparim Billa, otherwise known as 'Rimi' .

Billa, 38 at the time, was one of 26 people charged in the case. However, their involvement was not focused on the volumes of heroin or cocaine, but on a less spectacular but equally profitable aspect of the cigarette smuggling network.

Përparim Billa pleaded guilty on September 1, 2009 to the charge of " Receiving Contraband Cigarettes ".

The crime had occurred on October 7, 2008. The plea agreement to which PRIMICIAS had access indicated that Billa, along with a co-defendant, had engaged in a series of cigarette smuggling transactions between August 2008 and March 2009, seeking to profit by evading state and local taxes.

After serving his sentence in the United States, Përparim Billa , an Albanian citizen, has now left behind records of operations in the Southern Hemisphere.

His name, along with his Ecuadorian identity number and passport, appeared in 2025 in court documents demonstrating the expansion of the Albanian mafia in Ecuador.

The International Organized Crime Investigation Unit of the State Attorney General's Office requested that Billa, along with three other individuals, be linked to an organized crime case related to the Balkan mafia.

Perparim Billa's public profile shows how he became involved in activities in Ecuador.

According to the SRI (Internal Revenue Service), in January 2013, just three years after his conviction in the United States, he was registered as a natural person in a Single Taxpayer Registry (RUC) for the wholesale sale of fruits, legumes and vegetables.

He even opened a business in Quito, in the area of Avenida República de El Salvador.

However, his tax identification number (RUC) expired in 2022, as did the business itself.

Customs information also shows that Billa maintained connections from Ecuador to a company established in the United Arab Emirates, with which he managed an import in September 2020.

Public documents from Albania show that a person named Përparim Billa is listed as the administrator of the company LOV  (also registered as Taxi Amor ) in Tirana, Albania.

The company, founded on May 26, 2023, is dedicated to passenger transportation and taxi services within Albania./ PRIMACIAS
