During his visit to Tirana, Ukrainian President Volodymyr Zelensky, requested cooperation with the Albanian government in the co-production of combat weapons.

This idea of Zelensky was advanced by the Albanian government with the public consultation of the draft law on "Regulation of production, trade, research and development of weapons, ammunition, equipment and military technologies".

The bill is expected to be among the first to discuss parliamentary committees, and then parliament in september session.

The draft law envisages that the re-resurrection of the Albanian armaments production industry will be entity trusted by the "Defense Industry Agency, which will be part of the Ministry of Defence".

This agency is the state authority responsible for licensing, supervising and regulating the manufacturing, trading, research and development of military armaments.

The draft law states that all Albanian or foreign companies applying for licensing will have to plan an initial investment of at least 25 million euros.

After qualification and obtaining the license, these companies will receive zero income for the first 10 years of the activity.

As well as lowering value added tax, to the extent of 10% on supplies and services needed for the production of military armaments.

To avoid the sale of Albanian-made weapons to countries under military sanctions, the Albanian government in this bill envisions a series of measures.

The Defense Industry Agency maintains and publishes a "blacklist" of entities found to be in serious violation of the reference provisions of this law or that, through their activity of military armament production or trade, have violated national and international security.

Albania has had a considerable arms industry that flourished especially in the 1970s and 80s after allied China helped build several new complexes, while earlier with Russian help production lines were built.

Albania had the combine of weapons and ammunition in Polican, including the ammunition weapons plant in Cekin of Gramsh.
