The police arrest the "cironkas" and tolerate or protect the organizers of the giant SCHEME. Skyweb.al's investigation unravels the network that circulates billions and is capillary distributed throughout the country

Eraldi*, a 30-year-old man living in Tirana, would never have thought that someone could walk into his coffee shop while he was drinking and ask to see the apps and websites he was accessing on his mobile phone. This someone, like many other cases he says he has witnessed, could be a police officer looking for people who are illegally placing sports bets on their mobile phones.

The State Police told Skyweb.al that during the first three months of this year, 104 cases were identified throughout the country with 184 perpetrators, of whom 55 were arrested and 129 others were prosecuted at large.

Most of them are exactly like our character, who occasionally places sports bets via his mobile phone for other people, while the "user" as "manager" says he took him to a bar in a very busy area of Tirana, who himself practices his activity almost openly, without fear of law enforcement.

Sports betting, legalized illegality on every street and corner of the palace

Placing sports bets is still a prohibited activity in Albania, however, at the moment, as Skyweb.al notes, it is one of the most widespread "sports" as it is seen by many individuals as an opportunity to secure some income while risking arrest.

The practice of online activity has caused betting to become extremely widespread, including people who have never had problems with the law in their lives.

The editorial team has been investigating this sector for several months, revealing disturbing data on the number of people involved; the colossal amount of money circulating illegally; the encouragement of criminal activities due to the war between groups on the ground; the exposure of a large number of people as lawbreakers, as well as the great social and economic damage caused to Albanian families, the avoidance of which was the main argument when they were closed on January 1, 2019. The government decided to reopen them in February 2024, but the market still remains hostage to the interests of the underground that moves large amounts of money illegally.

"I do other things, but I also have a user and whoever wants to set schedules, I set them. If I focus here, I can make some good income, but this is not the activity I want to do," Eraldi tells Skyweb.al, adding that "Everywhere you find places and people who have users to set schedules."

"These are exactly the ones who fill the chronicles or news portals as being arrested for placing illegal bets, since others with premises are not arrested. There are also cases when people who enter, so to speak, without permission in the relevant areas are hit with a cane."

Eraldi showing us how the betting platform works.

The editorial team learns that in Tirana and the surrounding areas there is a very large number of people who have users as "managers" and place bets independently of the "city bosses", who, unlike the bars, do not have the luxury of being notified in cases of police operations, becoming victims of their illegality for a few pennies.

The Ministry of Finance plays the ignorant, illegal betting flourishes everywhere

The Albanian government decided to reopen betting and its regulation, while Skyweb.al learns that the process has been stalled for almost a year. The Ministry of Finance told Skyweb.al after a request for information that “the reopening of sports betting will take place after the bylaws are ready.”

These are the guidelines that follow the legal changes approved last year with the aim of reopening gambling.

A source close to the Licensing Commission told the editorial team that they had "passed through the bylaws for gambling since the summer of last year and that the claim that they are not ready does not seem very close to reality."

The Ministry of Finance and subordinate institutions are responsible for drafting the bylaws, and the prolongation of this process seems to stem from a lack of will to legalize gambling.

Who is interested in the "black" one?

The editorial team learns that there is resistance from the main gambling players themselves who claim to obtain licenses for market regulation.

"Being uncertain about who can get a license and who cannot, the approach is to maintain this status quo, in the black," a source told the editorial office, adding that even the main actors in this market are interested in the discourse, since if they paid taxes, they would be better off than now paying bribes to protect their areas from others, as well as the actions of the law enforcement agencies.

The gambling "pie" is very large and the war is already taking place underground with local and international actors who want to snatch pieces of this pie, which according to preliminary estimates is thought to be worth almost 2 billion euros.

The massive expansion of betting in Albania demonstrates not only the failure of formal prohibition, but also the functioning of a shadow economy, protected by powerful political and police connections. While the state promises regulated legalization, the reality on the ground shows that betting has never stopped. /skyweb.al
