SPAK is investigating former minister Arben Ahmetaj in the framework of the 277/1 proceeding. This proceeding is an investigative faction for the incinerators case. SPAK prosecutor Enkeleda Millonai is investigating Ahmetaj so far on charges of abuse of office. As part of the investigation, investigators from the National Bureau of Investigation have landed to inspect some of the properties in the name of Arben Ahmetaj's wife, Albina Mançka, and cohabitant Erjola Hoxha.
Villa no. 22 and an apartment in the Valamar area, in Lalzi Bay, in the name of Erjola Hoxha, Ahmetaj's cohabitant, are being verified. SPAK is verifying two villas, villa number 73 in the Green Coast complex in Palasa, as well as another villa in the Rolling Hills area, in the name of Albina Mança, Arben Ahmetaj's wife. An apartment in the "Tuborg" building, in the Blloku area in Tirana, in the name of Albina Mançka, is also being verified.
There are suspicions that Arben Ahmetaj acquired these assets, or a portion of them, with the money from the so-called incinerator affair. There is evidence that the villa in Valamar was commissioned by Klodian Zoto, then passed to Gerian Kuke, a confidant of Ahmetaj, and finally passed into the name of Erjola Hoxha. Klodian Zoto also covered the costs of several trips and accommodations in European hotels for Arben Ahmetaj, his wife and cohabitant. The villa and the coverage of travel expenses are two strong facts that implicate Ahmetaj in the incinerator story.
From a verification of all the asset declarations of Arben Ahmetaj and people connected to him, it results that none of the assets ascertained by SPAK in the name of Albina Mançka and Erjola Hoxha have been declared to the High Inspectorate for Asset Declaration and Control. The law on asset declaration provides that public officials, including ministers and deputies, must declare any immovable property and expenses over the value of 300 thousand lek, made by themselves, children over 18 years of age, spouse or cohabitant.
The villa in Lalzi Bay was transferred to Erjola Hoxha's name in 2022. According to the law, Ahmetaj must declare it by March 31, 2023. However, Ahmetaj did not include her cohabitant in the declaration at all, nor in the declaration she submitted to the HIDAKKI in 2022, where she declares her assets for 2021, and there is evidence of cohabitation before 2021. Even if Erjola Hoxha had zero assets, this situation should have been reflected.
Ahmetaj's case is unusual, as the former minister has a wife, but also a cohabitant. In the latest asset declaration, Albina Mançka is Arben Ahmetaj's wife. Meanwhile, the amount of 30 thousand lek that BKH officers found in the villa in Valamar is also in violation of the law. The asset declaration law stipulates that the declared entity and the persons related to it who must declare their assets cannot keep more than 1.5 million lek outside the banking system.
What real estate and movable assets has Arben Ahmetaj declared over the years, along with people connected to him? Today we are bringing the full declared assets, which include apartments, cars, investments in mansions, bank accounts worth hundreds of thousands of euros, but the 3 villas and two apartments are missing.
Among the assets worth over 3 million euros, the source of a bank deposit worth 300 thousand euros in 2010, a car worth 30 thousand euros, and a 20% investment in a building in Selita worth 310 thousand euros is unclear. Not only is it unclear, but in the asset declarations there is no explanation of the source of 640 thousand euros.
