RESOLUTION/ EPP: Elections and democracy in Albania threatened if the EU and
EPP

The European People's Party has adopted another resolution on Albania proposed by the Democratic Party , on the current situation in Albania.

In the arguments presented, the EPP expresses concerns regarding corruption and the lack of elections, the lack of dialogue between political parties, and the links between drug trafficking and organized crime.

The resolution highlights as main concerns: vote buying through cash and cannabis income, misuse of public resources and tenders during the pre-election period.

Extraordinary Resolution No. 4

“Electoral Integrity in Albania”, proposed by the Democratic Party of Albania (DP)

Taking into account the strong will and European aspirations of the Albanian people and our Albanian member party within the EPP;

Referring to the OSCE/ODIHR Final Report on the Local Elections in Albania (2023) and the 2021 Parliamentary Elections;

Referring to the 2023 Corruption Perceptions Index by Transparency International; the 2024 World Justice Project Index; and the 2023 Human Rights Report of the US Department of State in Albania;

Welcoming the decision of the European Council to open negotiations on Chapters with Albania, conditional on the implementation of the necessary democratic reforms;

As Albania approaches the Parliamentary Elections on 11 May, the European People’s Party (EPP) expresses its concern about the current political situation. The above-mentioned reports have highlighted serious violations, including misuse of state resources, vote buying, violations of the secrecy and freedom of the vote, as well as media bias. The latest observations and the above-mentioned sources are summarized in clear conclusions: that the elections are being undermined by manipulation and abuse of power; that political pluralism is being suppressed through institutional pressure; and that the rule of law is not being guaranteed due to the capture of the judicial system and impunity.

Over 100 official complaints have been filed with the Central Election Commission (CEC) by the main opposition party, the Democratic Party of Albania (DP), documenting alleged systematic and deliberate violations, including:

Vote buying through cash and cannabis cultivation;

Employment and electoral procurement practices in favor of Socialist Party supporters;

Abuse of public functions and the media;

Emërimin e paligjshëm të Kryetarit të Bashkisë Tiranë pas arrestimit të Erion Veliajt, pa një proces demokratik, për të kontrolluar burimet bashkiake në funksion të fushatës 2025;

EPP call for action:

The EPP calls on the European Union, the OSCE, the Council of Europe and international democratic institutions to urge the Albanian authorities to:

Cease any alleged form of abuse of state power, vote buying, voter intimidation and electoral manipulation;

Ensure that the relevant prosecutor's offices investigate fully and promptly, before the elections, all allegations of crimes related to the electoral process, bring perpetrators to justice, and establish a clear standard of investigation and punishment;

Guarantee equal access to the media for all political actors and maintain independent oversight of the electoral process.

The EPP also calls on European institutions, the OSCE/ODIHR and the Council of Europe to:

Send more long-term observers to high-risk municipalities;

Publicly document and denounce electoral abuses in final reports;
Support institutional mechanisms that sanction the systematic misuse of public funds;

Implement conditionality mechanisms in the EU accession process if violations continue.

Albania's obligations under the OSCE Copenhagen Document (1990), the European Charter of Local Self-Government and the Venice Commission's guidelines on the misuse of administrative resources during elections must be fully respected and implemented.

The EPP will closely follow developments in Albania, supporting its European aspirations and continuing support for democratic forces in the country.

The EPP will cooperate with international partners to ensure that the electoral process complies with European democratic principles and provides a framework for free and fair elections.
