Respecting the gender quota, the 4 MPs who received the most votes but remain outside parliament

Four candidates who secured more votes than their rivals on the open lists will not be able to be part of the new Parliament in September, due to the implementation of gender quotas set out in the Electoral Code.

The quotas in question provide for mandatory gender representation, which has led to the exclusion of male candidates with more votes, in favor of female candidates with less electoral support.

In the Berat district, analyst Julian Zyla, the third most voted candidate on the open list, will not receive the mandate of MP. In his place, the mandate will be won by Hatixhe Konomi, who received about 1,200 fewer votes.

A similar situation was recorded in Durrës, where Ilir Ndraxhi collected 1,900 more votes than Etleva Budini, but the latter obtained the mandate to respect the gender percentage.

In Korça, Arian Jaupllari remains outside the Parliament despite securing more votes than Besa Spaho, while in Tirana, Xhemal Qefalia of the Socialist Party is another candidate who will not be part of the new legislature for the same reason.

These cases have sparked discussions on how to implement gender quotas and their impact on proportional representation of the vote.
