DP: Government opens 3.3 million euro tender for consultancy of the Albanian Development Bank

The Democratic Party has accused the government of building another propaganda and clientelism mechanism through the Albanian Development Bank, while citizens and businesses face economic difficulties and a lack of financing.

In a statement to the media, the spokesperson for Anti-Corruption in the DP, Genta Vangjeli, said that although the Parliament has approved the law for the establishment of the bank and the government has allocated 1 billion lek as initial capital, the institution still does not have a strategy, operating model or operational structure, while it is planned to spend 3.3 million euros on a private company that will draft its institutional and strategic framework.

Statement by the Anti-Corruption Spokesperson in the Democratic Party, Genta Vangjeli:

The Albanian government is building another expensive propaganda and clientelism mechanism called the 'Albanian Development Bank', while citizens and businesses continue to face high taxes, lack of financing, and a ruined economy.

After the Parliament approved the law for the creation of the Albanian Development Bank and after the government poured 1 billion lek of Albanian money as initial capital, today it turns out that the institution still has neither a strategy, nor a functioning model, nor an operational structure, nor a clear development plan.

Instead of these capacities being built by the state itself through institutional expertise, the government has decided to open another multi-million euro tender for consultancy.

3.3 million euros will be spent on a private company, which will design and consolidate the institutional, strategic and operational framework of the Bank.

While propaganda talks about development, the real economy is suffering from a lack of credit, small businesses are closing, and young people are leaving Albania.

Why is a state bank created without having a strategy and basic structure in place?

This is the model of a government that does not build strong institutions, but instead builds costly propaganda and clientelism schemes with the money of Albanian citizens.
