Prime Minister Edi Rama participated in an activity at the Port of Durres where he met with representatives of transport businesses to listen to their concerns.
During the conversation with them, Rama said that the customs scanning concession is " the worst possible mistake" , but said that when his government came to power, it found itself faced with a fait accompli and that this situation will continue until 2030.
Rama stated that this concession was not removed because it would create a high cost in arbitration, so he stated that through an agreement the scanning process will be facilitated.
Rama said that what they will do is that 100% controls will not be carried out, but controls will be carried out based on risk.
"The topic we are here about is the scanner. This is the most wrong concession imaginable. An atypical concession that we have inherited. We have not had the opportunity to strike it because of the pact that, as it is written, would create a very high cost for us in arbitration. We have tried to put it into use and ease the cost for you. We have negotiated with you since then, reducing it from 45 euros to 22, but it remains a completely wrong concession, because scanning trucks is not your need, but the state's need for security issues and the fight against smuggling. Here we are facing a situation that will last until 2030, you know the deadline. What we will do is, given the nature of your activities and your contributions as taxpayers, we will start operating not on the basis of 100% control, but on the basis of control according to risk. So, out of 100 exits from the port, only in 10 cases "The scanning will be done. It is a reasonable figure to start with, then it will go less to move to a scheme that will not be shared with you, but to a smaller number of checks, but surprise checks, which will always be done based on risk or signaling to see if there are problems or not. Beyond the staggering cost that this concession has for operators, it has the benefit of significantly reducing smuggling," said Rama.
Rama said that the government's biggest project right now is the new port of Durres.
"We will build the new port, which will be ultramodern, with international standards and high levels, there is no such thing in Europe, they are mainly built in countries outside of it, the first phase of the selection process has been completed and we have entered the second, to re-select the winner. The process was repeated as a result of strict rules and now the result has been given, we are continuing with the second phase, the announcement of the winner, the conclusion of the contract and the start of construction, where there will be the highest level of technology, there will also be a military component that will be used by NATO," said Rama.
We recall that even though several years have passed since the implementation of the contract, it is seen that the concession company has benefited from over 100 million euros in payments from the budget.
On the other hand, the violations discovered are only 136 thousand euros or 0.1% of the contract value.
