The Socialist Party won the 2021 elections in the Elbasan Region with a mandate result of 8 to 6 and a vote surplus of eight terms. This time, their stated objective is a ninth term, but to achieve this they will need to turn several thousand opposition voters to their side or add 7 thousand votes from the 2021 result. This is of course difficult and, considering the fact that the result of the last elections for the Socialists was helped to a considerable extent by the “Cham factor”, a structure of local politicians who have previously been supporters of the Justice, Integration and Unity Party and who have now supported the Socialists for years, it remains unclear how much influence these elements will be able to have this time. The key local politician in this story, Aqif Rakipi, is currently sanctioned by the United States Treasury Department and the ability of this group to gather votes after the sanction remains to be seen.
The “Çam factor” first appeared in the Elbasan region in 2013, when Aqif Rakipi was elected MP on behalf of the PDIU, in alliance with the Democratic Party. In these elections, the PDIU received 12 thousand votes in Elbasan as part of the DP coalition. The PDIU changed sides immediately after the elections, entering into an alliance with the Socialist Party, which used some of its MPs as a balance against the pressure of the LSI, since it did not have a simple majority. When the PS decided to run independently in 2017, the PDIU also ran independently, but its Elbasan structure, under the leadership of Rakipi, worked effectively on its own behalf and managed, in a dramatic change in the electoral map, to win 29 thousand votes in the Elbasan region and two mandates. The mandates won supported Edi Rama's government, while Rakipi lost his mandate as an MP in 2018 for failing to declare a problem with Italian justice on the decriminalization form.
In the 2021 elections, the PDIU structure in Elbasan was fully integrated into the Socialist Party, with Rakipi's son, Ornaldo, a member of parliament with a favorable vote and a record-breaking vote in Tirana, and Saimir Hasalla, a relative of Rakipi, a member of parliament in Elbasan.
In total, the Socialists managed to win 55% of the votes in Elbasan in the 2021 elections, with an impressive increase of almost 14 thousand votes compared to the 2017 elections. Hasalla himself, despite running on a safe list, received 11,500 favorable votes, demonstrating the efficiency of the electoral machinery in question in Elbasan.
The resident population of the region has fallen dramatically from 363 thousand people in 2001 to 233 thousand in 2023, a decline rate of 35%. About 55% of the population continues to live in rural areas. The population of the city of Elbasan has fallen from 79 thousand in 2011 to 67 thousand in 2023.
The steel industry and chromium enrichment constitute the industrial base of the district, while fruit and vegetable growing and nature tourism have begun to develop in recent years, especially in the picturesque area of Belsh, where several hundred small lakes adorn the panorama of gentle hills, vineyards and olive groves.
Candidates
Tomorr Alizoti from the Democratic Party and Edmond Haxhinasto from the Freedom Party (former LSI) lead the closed list of the Greater Albania Coalition. Klodiana Çapja and Blendi Himçi, lecturers at the University of Elbasan, and Aurel Bylykbashi, MP, close the closed list for the opposition.
Ministers Arbjan Mazniku and Bora Muzhaqi, former minister Evis Kushi, and directors Ermal Elezi and Adi Qose occupy the closed list of socialists.
The race for the remaining positions for both parties is tight. Former LSI director Dashamir Xhika is running for the opposition along with former director Dritan Sejko from the PDIU.
Luan Duzha, the former Republican Party MP elected in the DP coalition in 2013, who was bought out first by Meta and then by Rama, is currently running for the Socialists after failing to be elected in 2021. Saimir Hasalla, the current MP and relative of Aqif Rakipi, must this time fight from the open lists. Several other state directors are also in the running to capture mandates./ BIRN
