DP Chairman Sali Berisha has made a strong statement after participating in the OSCE Parliamentary Assembly session in Porto, Portugal.

He described the May 11 election process as an electoral farce orchestrated by the government and its structures.

In his speech, Berisha highlighted the use of state resources to manipulate the election results, citing practices such as vote buying, the use of public administration for electoral purposes, and the organization of activities to influence voters, including major events such as the Giro d'Italia.

He has also spoken about violations of the law regarding legalizations and the allocation of construction permits to gain electoral support.

"I was in Porto, Portugal, where the OSCE Parliamentary Assembly session was held. As you know, the OSCE Parliamentary Assembly and the OSCE institutions, including the ODIHR, are institutions of full trust of the OSCE member states, regarding elections, their character, their development, fair or unfair, equal or unequal elections.

I would like to take this opportunity to express my heartfelt gratitude to the President of the EPP parliamentary group, Ms. Gundrun Kugler, for the opportunity she gave me to make a clear, complete, and factual presentation of the electoral farce that took place in Albania on May 11, 2025.
The interest of the President of the EPP parliamentary group, the OSCE parliamentary assembly, and the members of this group was very great.
In our presentation, we presented with facts and documents what the process in Albania of Ramaduro, the first and only narco-state in Europe, was.
Without comparing it to any other process in Europe, we informed about the total commitment of the narco-state, of all its human, financial, and executive potential, to control the vote of Albanian citizens and its purchase.

For the use of half a billion euros for public prosecutions in flagrant violation of the law.

For the illegal organization of 4,500 national and international events, ending with the Giro d'Italia in the last days and on election day, to influence voters.

To the use of an army of employees paid by Albanian taxpayers to serve them and not to engage as electoral police in the electoral process.

The signing of thousands and thousands of legalization permits, building permits, and ownership certificates, for votes.

The handing over of all secret, personal data of citizens to patronage groups to threaten and flatter them.
As well as the decision to plant 29 thousand hectares of cannabis nationwide for voting, while the law allows a total of 200 hectares.

In our meetings and presentations, we informed them of all the phenomena observed from the surveillance cameras on election day, from the recount of ballots. We informed them about the wider use of the 'Bulgarian train' mechanism. We informed them about the nationalization of the diaspora vote and the diaspora voting process.

"With facts, documents, and data. I think that the audience, with the news, documents, and evidence that we sent, received the most truthful and appropriate information about the electoral farce of May 11 ," Berisha said.
