ANALYSIS: The campaign in Debar is dominated by the 'war within the species' for the fifth term

With four mandates almost closed, the battle in the turbulent district of Dibra has as protagonists the open list candidates in the two political camps, who are fighting with their political brothers for the fifth mandate.

Newly paved asphalt accompanies you on the 10 kilometers of the entrance road to Peshkopi, while on both sides, apple and cherry plantations are still in bloom. Cars with flags of candidates for deputies announce that the city is engulfed in the election fever of May 11, where the Dibër district will send 5 deputies to the Assembly.

On "Elez Isufi" Boulevard, citizens stroll in the warm April sun or sit in the numerous cafes on both sides, while some workers are laying new tiles in a project worth tens of millions of lek, even though it was built a few years ago as part of the socialist government's "Urban Renaissance" program.

The electoral campaign is the main topic of conversation among the people of Dibra.

“Now that the road problem has been solved, a development strategy for Dibra needs to be re-made,” says Hysen Uka, 60, who later tells us that he was an early lobbyist for the Arbri road project through his association “Initiative for Dibra.”

The delayed opening of the Murriz tunnel, which shortens the distance between the northeastern city and Tirana, does not seem to have had as much of an impact on the enthusiasm of the people of Dibra as expected.

Uka describes the campaign as calm and believes that there are valuable people on all parties' lists, but adds: "the electoral system does not allow for the representation of the individual values ??of the candidates."

The northeastern Dibra region, which includes the municipalities of Peshkopi, Bulqizë, Klos and Mat, will elect 5 deputies in these elections from the votes of about 130 thousand voters. Past parliamentary elections have favored the opposition Democratic Party, which won 3 deputies in 2021. However, the opposition enters these elections divided, while the socialists, armed with local government, aim to overturn the result.

The real battle in Debar is taking place around the fifth mandate, between the candidates on the open lists of the Socialist Party and the Democratic Party. As supporters of both sides admit, the competition is fierce with political opponents, but even fiercer between candidates from the same party.

Rivalry within the species

Në listat e sigurta, Partia Socialiste kandidon Blendi Klosin si drejtues politik të qarkut dhe Alma Selamin, drejtoreshë shkolle dhe funksionare e administratës socialiste. Përballë kanë ish-kryebashkiakun e Kamzës, Xhelal Mziu dhe kryetaren e Partisë Demokratike të Matit, Denisa Vata si pjesë e Aleancës për Shqipërinë Madhështore.

Dhjetë kandidatë të tjerë nga dy partitë e mëdha përplasen me njëri- tjetrin për mandatin e pestë, por gara dominohet nga pak prej tyre.

Në kampin e Partisë Socialiste, një aktivist na tregoi për dualitetin mes Danjiel Gjurës dhe Agron Malajt; i pari drejtor i Kadastrës dhe i dyti kryebashkiak i Matit deri në fillimin e fushatës.

Danjel Gjurën e takojmë në një bar-kafe në pronësi të familjes së tij në hyrje të qytetit të Peshkopisë, që për nga posterat e shumtë me portretin e tij, duket se shërben edhe si zyrë elektorale.

Gjura heziton të bisedojë me gazetarët dhe thotë se nuk i pëlqejnë daljet në rrjetet sociale dhe media, por komunikimi derë më derë me njerëzit.

“E njoh shumë mirë këtë vend dhe nga mosha 21 vjeçare i kam shërbyer komunitetit të zonës,” tha ai për BIRN. “Dibranit duhet t’i fitosh zemrën,” përgjigjet shkurt kur e pyesim nëse pret që investimet në zonë të ndikojnë tek votimet.

Ai këmbëngul gjithashtu se nuk ka rivalitet brenda kampit socialist se kush mbledh më shumë vota dhe se fushatën po e shijon si një mundësi komunikimi me njerëzit e tij.

“Unë nuk bëj llogari votash, po e pati shkruar Allahu do bëhem deputet,” thotë Gjura duke vënë në dukje gjithashtu se është praktikant i fesë.

Edhe Agron Malaj, i cili përdor si kartëvizitë në këto zgjedhje investimet në infrastrukturë të bashkisë, nuk e pranon rivalitetin brenda siglës.

“Nuk kam konkurrencë, kam një objektiv të fitojë PS-ja në qarkun Dibër,” tha Malaj, duke shtuar se votat për kandidatët dhe për partinë janë njësoj.

Në kampin e opozitës, fushata brenda llojit dominohet vizualisht nga ish-ushtaraku dhe deputeti aktual i Partisë Demokratike, Xhemal Gjunkshi, i cili reklamon posterin me numrin e tij në fletën e votimit në fasadat e zyrave elektorale dhe dritaret e pasme të dhjetra makinave që qarkullojnë gjatë ditës në Peshkopi.

Një anëtar i shtabit elektoral demokrat, që kërkoi të qëndronte anonim,  i tha BIRN se karvani i makinave të simpatizantëve të Gjunkshit ishte i pranishëm çdo ditë dhe ndonjëherë, edhe orëve të vona të darkës në qytetet dhe fshatrat përreth Peshkopisë, Bulqizës dhe Klosit.

“Janë djem të rinj që u janë dhënë këto makina në përdorim, ku me flamujt e posterat e Gjunkshit vijnë vërdallë për të dhënë imazhin e dominimit të fushatës, a ku di unë për çfarë tjetër,” ironizoi ai.

Dominimi i Gjunkshit vërehej edhe në takimin elektoral në Pallatin e Sportit që po zhvillohej me pjesëmarrjen e kreut të PD-së, Sali Berisha, ku dhjetëra të rinj mbanin veshur bluzën me numrin 1 dhe emrin e tij, ndërsa një banderolë e madhe po ashtu shtrihej në njërën anë të sallës ngjitur me një tjetër ku shfaqej Berisha afër fotos së presidentit amerikan, Donald Trump.

Gjunkshi e quajti “rivalitet pozitiv” garën mes kandidatëve të listës së hapur, por shtoi se kjo ishte një garë për të dhënë më të mirën dhe jo kundër kolegëve.

“Formula e listave të hapura padyshim ka sjellë më shumë përgjegjësi për secilin prej nesh si kandidatë,” tha Gjunkshi. “Mund të ketë njëfarë rivaliteti pozitiv brenda listës, por qëllimi i përbashkët mbetet fitorja e PD-së në Dibër dhe kthimi i shpresës për këtë qark të lënë pas dore,” shtoi ai.

Alketa Agolli me shkollim të dyfishtë, në Shkencat e Natyrës dhe Juridik, është një vajzë vlonjate e martuar në Maqellarë të Dibrës, e cila ka advokuar kundër projektit të qeverisë “Rama” për ndërtimin e hidrocentralit të Skavicës, një projekt që pritet të cënojë disa fshatra të zonës.

Nën tymin e flakadanëve dhe timbanin e daulles që shoqëroi largimin e Berishës pas mitingut të demokratëve, Agolli tha se sistemi i listave të hapura ka sjellë një dinamikë të re në këto zgjedhje, por edhe një sfidë.

“Ka kandidatë që disponojnë më shumë burime për të bërë një fushatë më agresive, por unë besoj fort se qytetarët dinë të dallojnë sinqeritetin dhe përkushtimin, përtej shkëlqimit të sipërfaqes,” tha ajo.

Sfidantët e vegjël

Projeksionet e votave në dy bastionet tradicionale të qarkut të Dibrës në këto zgjedhje rivalizohen nga kandidatë të subjekteve të tjera politike. Mes emrave me peshë në komunitet dallojnë Albert Kojku nga Koalicioni Euroatlantik i Lulzim Bashës dhe Florjan Tomçini nga Partia Socialdemokrate e Tom Doshit.

Kojku, 44 vjeç, lektor në një universitet privat në Tiranë për menaxhimin e sistemeve kompjuterike, ka qenë një aktivist i hershëm i PD-së që pas luftës së brendshme të kësaj partie u pozicionua në krahun e Bashës.

Ndërsa ecim një copë rrugë  në bulevard, qytetarë të shumtë e përshëndesin atë me “profesor”, që sipas tij lidhet me punën e gjatë në sistemin arsimor në Dibër. Kandidati i Bashës e konsideron si avantazh faktin që njerëzit e njohin dhe pretendon se do të mbledhë shumë vota personale për këtë shkak, por edhe votuesit e zhgënjyer nga dy partitë e mëdha.

“Dibra nuk kërkon premtime, por zhvillim,” thotë Kojku, ndërsa bën një listë të gjatë me problematikat me të cilat përballet qarku, nga arsimi jocilësor te emigrimi dhe mungesa e shërbimeve bazë.

Pavarësisht trysnisë që ofron fushata mes dy kampeve të mëdha, Kojku është optimist se do thyhet ‘akulli’ me rezultatin e listës së Koalicionit Euroatlantik dhe mandati i 5-të do të shkojë për të.

Tom Doshi's PSD is also trying to win over voters in Dibra with Florjan Topçin, who, thanks to the alliance with the Socialist Party, is employed as a director in the Dibra municipality, but since March has requested suspension from duty and has opened an electoral office in the city.

"He will get votes from the SP, he doesn't bother us," said a Democrat activist. The concern seems to be in the Socialist camp, where an activist said: "he has influence in the area."

Social priorities sidelined 

The campaign in Debar seems to be based more strongly on the financial power and influence of certain candidates on the electorate, rather than on the electoral programs of the political forces or the social priorities of the area.

"None of the political entities have had any interest in discussing with civil society organizations the priorities of the area," said a local activist, who asked to remain anonymous, adding that she does not see any of them prioritizing social issues, but only infrastructure.

"Social services for the area are non-existent, but this is not a priority in the candidates' discourses," she added.

Another problem, according to the civil society activist, is the low involvement of women in the electoral campaign. "Most of the women who are involved admit that there is gender discrimination," she adds, also considering as discriminatory the statements of Prime Minister Edi Rama in a meeting with socialist women a few days ago in Peshkopi.

The activist emphasized that overall the campaign is quiet and that the candidates are focusing on small door-to-door meetings with citizens.

Even for Alketa Agolli, the campaign is challenging for women involved in politics due to gender inequality.

“Gender inequalities are still present, both in public perception and in the way resources are distributed,” she says, considering the women's campaign in Debar as an opportunity to break down barriers and make them actors, not just participants.

Besjan Cena, the owner of a travel agency, cites the lack of support for agriculture and the scourge of emigration as the main problems in the area. His 16-year-old son is now an asylum seeker in France, despite his father's insistence on educating him and keeping him at home.

Besjani doesn't like the political polarization that exists in the city, where almost everyone knows each other.

"The good thing is to vote for those people who have served the community," he concluded./ BIRN
