DRAMATIC SITUATION/ The UN activates the rare article: To prevent the
The situation in Gaza

The humanitarian system in Gaza is close to collapse. Prompted by such concern, UN Secretary-General Antonio Guterres takes the rare and dramatic move of activating Article 99 of the UN charter to prevent an irreversible humanitarian catastrophe in the enclave.

As his spokesman Stephane Dujarric announced, Guterres has sent a letter to the Security Council, through which he asks the members to act, using Article 99 for the first time since the elections at the head of the UN.

He expresses alarm at the scale of human losses in Gaza and Israel in such a short time.

"It is the first time that Guterres has taken such a step since he was elected Secretary General. Article 99 states that the Secretary-General may bring to the attention of the Security Council any issue that, in his opinion, may threaten the preservation of national peace and security," said Stephane Dujarric - Spokesman for Antonio Guterres

In the letter, Guterres calls on the members of the Security Council to act to prevent a humanitarian catastrophe and calls for the declaration of a ceasefire. Guterres predicts total destruction of public order due to continuous Israeli bombardment and lack of life supplies.

His comments were criticized by Israeli Foreign Minister Eli Cohen, who called Guterres' stance a danger to world peace. Israeli forces continue their fierce military offensive in southern Gaza as they advance into the heart of the city of Khan Yunis, the second largest in the territory.

The army said it had surrounded the residence of Yahya Sinwar, the political head of Hamas, although he does not appear to be there. As the fighting widens, hundreds of thousands of people are crammed into a small area of the south, making any significant humanitarian effort impossible. Israel announces allowing minimum fuel supplies to Gaza to avoid humanitarian collapse.
