The number of concession/PPP contracts approved in Albania until 2023 is recorded at 230, of which 6 have been resolved, and as a result the current number of active concession/PPP contracts is 224.

Referring to the annual report of the Ministry of Finance, for the period 2004-2013, a total of 176 contracts were signed, while during the period 2014-2023, 54 concession/PPP contracts were approved.

Most of the contracts have the Ministry of Infrastructure and Energy as the Contracting Authority, with 208 concessionary contracts/PPP, meanwhile, the Ministry of Tourism and the Ministry of Finance each have 6 contracts, while the Ministry of Health and Social Protection is the Contracting Authority in 4 concessionary contracts in the field of health.

The sector that has the largest share of contracts in number and value is the energy sector with 183 contracts, with a total value of 415.2 billion Lek. The second sector with the largest weight in terms of the value of contracts is the transport sector, with 21 contracts, with a total value of 123.8 billion Lek.

Meanwhile, the environment sector has a total of 6 contracts worth 25.8 billion Lek, which consist of the establishment of the waste processing system, forest management, and the use of water resources. As far as the health sector is concerned, a total of 4 concession/PPP contracts worth 4.2 billion Lek have been approved.

Whereas, in the 'Other' category, a total of 10 concession contracts worth 11.3 billion Lek distributed in the agricultural sector, the fiscal control sector, the economic and urban development sector are included.

Regarding the form of financial support from the public sector, a total of 15 concession/PPP contracts with budget support have been concluded, of which, for 2023, 11 contracts are active, or about 6% of the total contracts, while the contracts without support budgets in total are 209.

The percentage of budget payments to the total tax revenue of the previous budget year has resulted in about 2.3% for the year 2023, below the maximum limit of the fiscal rule of 5% and decreasing compared to 2022. Also, based on the planned budget payments, this indicator is predicted to be in decline for the following years below the maximum limit of the fiscal rule.
