Deputy Prime Minister Arben Ahmetaj, after the government meeting, was asked about the government's statement to increase the price of energy for household consumers who exceed the band of 700 kilowatts per month.
Ahmetaj said that most families consume less than 700 kilowatts and their energy price does not change. Meanwhile, for the families that spend more, he said that they have installed energy capacities and for this reason they will be treated progressively.
A few days ago the government announced that there will be an increase in energy for the household consumer who exceeds the band of 700 kilowatts per month, while the same applies to large business that will enter the energy market and will buy at market price. Do you find it reasonable to equate the household customer with the business customer? Is it a luxury to heat in winter and provide cooling in summer for Albanians who will pay more for energy?
Arben Ahmetaj: Your question gives me the opportunity to explain to citizens that in terms of small business and family there will be no increase in electricity. Now, in terms of opportunities and in terms of progressiveness there is a small proportion of households that is almost 5% of households consuming almost 25% of energy consumption exceeding 700 kilowatts. In the concept of progressivity that whoever earns less will pay less, whoever earns more will pay more, those families who spend 700 kilos and more, in relation to a family that does not have those opportunities and spends less than 700 will to be treated differently. Families who spend less than 700 and who are the vast majority of Albanian families, the price does not change.
Those families that have a lot of income, why? Because they have more installed energy capacity than other households and therefore consume more than 700. So it is not that they are consuming the washing machine, TV, or two other electrical units. We are talking about 700 and above that the capacity is much more than the necessary and normal capacity. Certainly these families who are thought to have more income than normal and those in need, will be treated progressively in that regard. As for businesses, if we had left those about 7500 low voltage enterprises at the mercy of the market, they would have paid 34 lek. Today they pay 18 lekë. Why? Because MEI, this government and the institutions and enterprises managing electricity do what is called price mixing to not leave them at the mercy of fate. And we have not left them at the mercy of fate and as a conclusion I want to share it with you: not the citizens of this country, those who have normal energy consumption, and who have a middle or low income and who go to the ceiling 700, the price of electricity will not increase by a single cent. The government will continue to subsidize them and small business. Even for those 7500 medium voltage businesses, we will continue to subsidize them to another level.
