Following the publication of the guideline on hormonal therapy, Deputy Minister of Health, Eugena Tomini, clarified that the document is not a treatment protocol, but a guideline based on international recommendations and clinical practices.

In "Every Corner with Merita Haklajn" on A2 CNN, Tomini emphasized that the document was drafted by the university endocrinology service at the Mother Teresa University Hospital Center and aims to guide healthcare professionals in the treatment of cases that may require counseling or evaluation for hormonal therapy.

"It is a typical clinical guideline that absolutely does not affect any protocol or clinic in terms of hormone therapy treatment, but is only an orientation guideline. Which means we are in the first phase or the initial stages of issuing a guideline with specific recommendations for the service, which has certainly been working for several months towards drafting such a guideline. In the meantime, I must clarify, it is not a treatment protocol, but it is an orientation guideline, which is then followed by other steps, whether administrative or clinical orientation," she said.

Tomini dismissed concerns that the guideline relates to minors, stating that any possible procedure would only be implemented for people over 18 years of age and only after individual consent has been given.

"The guide has an introductory part where it is reflected how it operates in the scientific direction of development oriented towards hormonal treatment or towards hormonal screening, hormonal need in certain profiles of individuals. Scientific studies designed or conducted at the international level are reflected. This type of information should not be misinterpreted on age. I not only reflected it in the guide, but I specify it. A very important element of the guide is also the individual consent for information on what the procedures are and what the benefits are, but at the same time this consent is given by an adult individual and without a doubt that the guide is reflected only for the adult age. Individual consent and the adult age is over 18 years old. It is the individual's consent that the individual is mature, is an adult who will give consent if we are within this target population group. There is no element that the guide reflects. If you go into the details of the guide to reflect and divide the age categories for which it is reflected whether we will have hormonal therapy or not".

The Deputy Minister also emphasized that each case will be assessed by a multidisciplinary team consisting of endocrinologists, psychiatrists and other specialists, while the process is still in its initial stages and there are no decisions yet on the implementation of hormonal therapy or its financing by the health system.

According to her, the document is part of the process of aligning Albanian legislation and standards with European Union directives in the field of health.

"We start not only from the directives of the European Union, not only from acts that will again be outlined within the framework of the approximation of directives. with the European Union, steps that follow one after another towards achieving the finish line, that of accession to the European Union. Of course, other elements of health or public health or the Ministry of Health in general are also attributed to many other guidelines or clinical protocols, which are certainly action plans and strategies that move at the same pace towards the directives of the European Union. It is a guideline that was drafted by the university endocrinology service, that is, at the University Hospital Center and there is a working group that has guided the drafting of such a guideline. Of course, it has passed a structure such as the national accreditation agency in terms of the profile that the guideline provides and when we say that it is a guideline and not a protocol, there is no reference element regarding hormonal medications, because we must have a genuine plan for the inclusion and implementation of "This guide will then require other administrative elements tomorrow," she said.
