The residents of Bëxulla have held a protest today in front of the Prime Minister's Office, as they are affected by the new Thumanë-Kashar road which will be built by Gener 2 .

They have demanded compensation according to the market value, while they have reacted harshly to the government, stressing that the state has completely violated the rights of citizens.

"The authorities are testing the patience of the residents. But we will not withdraw despite the pressures", said one of the protesters", said one of the protesters

They have also expressed their conviction that they will not give up their properties, adding that if necessary, they will protect them with blood.


"They want to take the land, but they have nothing to do with the air. If they didn't give us what we deserve, we have left it to God, but they should turn around as soon as possible", said another protester.

But what is this concession of the Thumane-Kashar road?

At the end of July, the body of judges, consisting of Rilinda Selimi, Altina Nasufi and Blerona Hasa, decided to restore the concession for the construction of the Thumanë-Kashar road. The decision is final, asking the Council of Ministers to approve the contract with the company, which started the procedures today.

Rrugët ishin dy; ose qeveria të pranonte vendimin e gjykatës së Apelit, sikur bëri ose ta ankimonte në Gjykatën e Lartë duke kërkuar pezullimin e ekzekutimit dhe prishjen e vendimit. Koncesioni kap vlerën e 457 milionë eurove.

Kontrata koncesionare u ndërpre në 21 janar të vitit 2019 dhe fondet e parashikuara që të shkonin për këtë projekt, qeveria i kaloi për universitetet pas protestës së studentëve.

“U ndërpre procedura e Partneritetit Publik Privat për aksin Thumanë-Kashar. Fondi i dedikuar për ndërtimin e aksit Thumanë-Kashar do të kalojë për Universitetin” deklaroi Balluku, dy vite më parë.

Në të njëjtën kohë u zbulua edhe skandali me “Dh Albania”, që kjo kompani me dokumente të falsifikuara fitoi tenderin për Unazën e Madhe në Tiranë dhe një tender në OST.

Fizibiliteti i Thumanë – Kashar 21 km, kosto miliona euro?

Segmenti i katërt i autostradës Adriatiko-Joniane, Thumanë-Kashar 21 kilometra ka një histori të ndërlikuar për shkak të përfshirjes së tij në paketën e koncesionit PPP.

Kontrata e tipit PPP, e cila ishte fituar nga kompania “Gener 2″ në korrik 2018, pas një propozimi të pa kërkuar me vlerë 226 mln euro pa TVSH dhe 271 milionë euro me TVSH, u anulua nga qeveria shqiptare në fillim të vitit 2019.

Ndërsa, sipas variantit zyrtar të fizibilitetit në ministrinë e Infrastrukturës, ky segment kushton 162 milionë euro pa TVSh dhe 195 mln euro me TVSH, ose rreth 30% më lirë se varianti me PPP.

Segmenti Thumanë – Kashar, sipas variantit zyrtar shtrihet në një trase krejt të re në të 21 kilometrat e tij, si një autostradë e kategorisë A, me shpejtësi 120 kilometër në orë.

This segment, according to studies, is expected to have the largest traffic, about 60 thousand vehicles in 24 hours, making it attractive for investors.
