The Court of Appeal of General Jurisdiction has decided to overturn the decision to dismiss the case of the murder of Hekuran Billa and return the file for retrial to the Tirana Court.
A few months ago, at the request of the Prosecution, the Tirana Court dismissed the charges against Viktor Marku and his nephew, Sebastian Mali, suspected of organizing the execution of the 40-year-old for blood feud motives, with the argument of lack of evidence.
But the Appeals Court found violations in the process and ordered that the file be reviewed anew by another panel of judges.
Hekuran Billa was executed on the evening of June 11, 2020 near the Paris Municipality area in Tirana, while he was inside his luxury vehicle, just a few days after returning from Belgium.
He had previously been convicted in Great Britain for the murder of Prelë Marku, and after being extradited to Albania, he had served his sentence in Fushë-Krujë prison and was released on bail shortly before the fatal assassination.
According to the investigation, Viktor Marku, the brother of the victim killed in England, and his nephew Sebastian Mali are suspected as the main perpetrators of the revenge. Marku was arrested in Montenegro after the crime and later extradited to Albania.
The Billa murder case has been associated from the beginning with strong suspicions of interference and information leaks from within state institutions.
According to reports, the Prosecution had not investigated possible links between these officials and the murder suspects, an element that is now expected to return to focus with the reopening of the case.
