Why does DASH criticize us for prisons? Official figures, 6 out of 10 innocent people in solitary confinement

The report of the American State Department on human rights in Albania, among other things, emphasizes the high number of people who are kept in cells as pre-trial detainees awaiting the court's decision, for conviction or for acquittal.

The concern expressed by the Americans is also reflected in the figures, according to which 60 percent of the people who are kept in the cells are not convicted. At the end of January, 4,925 Albanians were isolated in cells, where 2,682 were pre-trial detainees and 2,271 were convicted.

This means that nearly 60 percent of prisoners in Albania are held in cells without a conviction. The figure is twice as high as the European average, which is almost 30 percent of the total number of prisoners.

In simpler terms, if we refer to the law that states that everyone is presumed innocent until the court decides, in Albania for every 10 people who are kept in isolation, six of them are innocent. In the European Union, the figure is three people for ten people.

A report of the Council of Europe ranks our country first for the number of detainees per 100,000 inhabitants. From the data of the Council of Europe, Albania is the first for the average length of sentences, where it is almost 15.5 years in prison, while in the European Union, this average is 12.4 years.

The high number of people who are kept in prison pending a court decision has been criticized not only by the US State Department but also by civil society organizations and actors.
