The Parliament has taken a step forward towards reviewing the procedures for issuing Albanian passports to foreign citizens. On Wednesday, the Committee on Internal Affairs and the Committee on Europe and Foreign Affairs approved the draft law on some amendments to Law No. 113/2020 “On Citizenship”, an initiative proposed by MP Taulant Balla.
The main focus of the draft law is the amendment of Article 9, which regulates the granting of Albanian citizenship to foreign personalities with special contributions. According to the new draft, a foreign citizen can acquire citizenship without fulfilling the standard conditions (such as the length of stay in Albania or knowledge of the language and history), if the Albanian state has a special interest due to the skills, qualities or activity of this individual. This provision applies to prominent profiles in the fields of education, science, art, culture, economy and sports.
During the report of the initiative in the committees, MP Taulant Balla emphasized that these changes do not mean an uncontrolled expansion of the granting of citizenships. According to him, the new law establishes stricter rules and increases institutional control over this process.
Along the same lines, Deputy Minister of Interior, Silva Caka, present at the hearings, explained that from a practical point of view, the draft law puts an end to a current clash of competences between the Presidency and the Agency for the Development of Special Citizenship Programs.
At the conclusion of the hearings, both parliamentary committees proceeded to voting procedures.
In the Internal Affairs Committee (led by Bledar Çuçi), rapporteur Ilir Pendavinji confirmed the draft's compliance with the Constitution.
In the Foreign Affairs Committee (led by Deputy Chair Bora Muzhaqi), rapporteur Ervin Hoxha also emphasized respect for legal procedures.
The draft law was approved in principle, article by article and as a whole in both committees, paving the way for the final vote in the plenary session of the Assembly.
