Journalist Ola Xama accuses SPAK of closing without glory and without any institutional responsibility one of the largest financial fraud cases worth 37 million euros, otherwise known as the microcredit abuse case.
Xama emphasizes that the investigative materials clearly show that a chain of state agencies did not function and tolerated the blackmailing of over 30,000 families to obtain loans.
Regarding this, Ola Xama states that no one has been taken into investigation by these instances. Xama emphasizes that there is no explanation as to why the Tirana Prosecution Office dragged out the case for four years.
Meanwhile, Xama adds that tomorrow, the Special Court will also learn about the fate of the other investigation sent to SPAK by the Tirana Prosecutor's Office regarding the implication of the governor of the Bank of Albania, whether or not the head of this institution had institutional responsibility and why he did not act to revoke the license of MCA and Final in a timely manner when citizens' complaints have been made for years and on his desk since 2020 he has had the audit report of the Supervision Department listing all the violations of the two companies.

SPAK is closing without glory and without any institutional responsibility one of the largest financial fraud cases worth 37 million euros, known as the microcredit abuse case.
Although the investigative materials clearly show that a chain of state agencies did not function and tolerated the blackmailing of over 30,000 families to obtain loans and the alienation of 1,700 of their properties, no one has been taken into investigation by these authorities.
The file clearly shows that the owners of MCA and FINAL used the personal data of people who had unpaid loans at banks and their families, who blackmailed them by saying that they would take everything if they did not pay the multiplied amount of the debt or if they did not enter into a new loan agreement with the financial institutions MCA and FINAL. Logic leads us to believe that the personal data was leaked from AKSHI, but no one from this agency is not only not suspected but has not even been investigated.
1700 properties have been alienated through fictitious auctions and registered in the names of MCA and FINAL, while thousands more have been placed under seizure in the Cadastre, but no one from this institution is suspected of registering the assets without verifying the procedure of how the auction was conducted. Surprisingly, the acts of alienation of properties coincide with the time when this institution was headed by Dallëndyshe Bici, but no verification has been made by SPAK to see this responsibility.
The bank accounts of not only the debtors, but also their families have been placed under full seizure, without guaranteeing the minimum living wage and violating every right and procedure, but no bank or their employee has been held accountable. For 2024 alone, there are over 11 thousand bank accounts blocked in the BKT bank beyond any deadline. But there is no one responsible.
No explanation as to why the Tirana Prosecution Office dragged out the case for four years. No explanation as to why SPAK initially declared incompetence for this file in 2021, but in 2024 admitted that the case was under its jurisdiction.
No accountability from the Ministry of Justice as to why it did not criminally charge the bailiffs who did not hand over the files and stamps, taking thousands of families hostage, but the charges against them were filed 1 year later after the case became a media scandal. No accountability as to why the bailiffs who conducted fictitious auctions were not revoked their licenses to stop the abusive practice, after the Minister of Justice had ascertained this scheme, and even charged the bailiffs in question.
Tomorrow, the Special Court will also learn about the fate of another investigation sent to SPAK by the Tirana Prosecutor's Office regarding the implication of the governor of the Bank of Albania, whether or not the head of this institution had institutional responsibility and why he did not act to revoke the license of MCA and Final in a timely manner when citizens' complaints have been made for years and on his desk since 2020 he has had the audit report of the Supervision Department listing all the violations of the two companies.
As for the end of the investigation into the fraud scheme, I read the decision of Prosecutor Edvin Kondili out of curiosity. It did not move a single comma from the decision that the group of Tirana prosecutors had sent to SPAK in November 2024. No additional investigative actions, not a single word changed. The only difference is that it took the prosecutor 7 months to read the decision, while the journalists two days…!
