A prisoner will be placed in the special isolation regime "41BIS", by order of the Minister of Justice Ulsi Manja.

It is about Nikoli Topalli, who in 2001 killed one person and injured another.

Convicted of "intentional murder under qualifying circumstances" and "arms possession without a permit", Nikolin Topalli, for property reasons, shot Česk Ndreka to death and injured the victim's brother with a firearm.
