The Chairman of the Central Election Commission, Ilirjan Celibashi, declared this Friday that the publication of the ballot constitutes a criminal offense.

He stated this during a visit to the premises of the External Voting Center near the Olympic Park in Tirana, where he was together with the head of the OSCE/ODIHR mission, Lamberto Zannier.

"They are committing a criminal offense in my judgment, but it is up to other institutions to assess whether or not their actions constitute only criminal offenses. In my judgment and assessment, they are committing a criminal offense. Beyond the interest of political parties, the enthusiasm they have to show who they vote for is punishable by the Criminal Code, declaring their vote," he added.

Celibashi also called on political parties to exercise restraint regarding the voting results.

"There is zero chance, including that the CEC will have knowledge of the content of the ballot in the upcoming election documentation. It would be good for politicians to avoid statements related to the voting result, they are completely meaningless. On the contrary, they can contribute negatively to the progress and integrity of the process," he added.
